Withdraw 40 lakh course fees in the name of Service bond in MBBS education at Haryana.

Stop Privatization of medical education.

Hon’ble Sir,
The Government of Haryana has increased the course fees to Rs 40 lakhs for MBBS  course  in government and government aided medical colleges. Out of 40 lakhs 3.7 lakhs is the tution fee which is also too high. Rest  36.3 lakhs is to be paid either directly during admission, or if one can not pay then one has to sign a tripartite agreement with bank (IDBI) & Government of Haryana. If a student pays directly during admission, then he is not bound to serve in government hospitals after completion of the course, whereas those who can not will have to serve State Government for 7 years on account of EMI of bond repayment.

Government of Haryana announced this policy first in 2020 by notification No. 16/17/2019-6HBIV, Dated 06/11/2020). Voice of protest was raised from the all corners. Medical students & various organizations came to the streets despite the Covid pandemic. The Government was compelled to allow the students to take admission with an undertaking. Thereafter, this year during First year admission the Govt. of Haryana again issued Gazette notification dated 12 October, 2022  that not only the First year, but also 2020 and 2021 batches will have to pay bond amount or to sign bond cum loan agreement.

It is not an isolated policy. By implementing NMC Act and National Education Policy 2020, government is going for all-out privatisation of medical education and health system. In Haryana this policy is introduced for the purpose of all out privatisation of  medical education and health services. It  is clearly a discriminatory policy in favour of rich and outright against the families with limited resources.  Those who have money, will pay the money, get admitted and will be free after completion of the course. They need not join in government hospitals. Government is saying that it is the service bond but they are not giving any guarantee for the job. So, it is basically not  serve bond, it's clearly the massive hike in the course fees.  The corpus raised by this fee hike is intended to upgrade the infrastructure. The Government should allot proper budget to build up and upgrade the infrastructure of  medical colleges instead of depending on the fees raised from the students.

Against this draconian policy MBBS students of Haryana are fighting undauntedly, students strike and Dharna are going on since last one and half months. On behalf of the students community of the country, we express deep consternation at this situation. This ongoing stalemate between the medical students and the State Government has led to  disruption of academic activities in the medical colleges of the state. We feel that the introduction of new bond policy has forced the medical students to voice their protest  since a large section of students studying in government medical colleges are actually not in a position to afford such a hike in fees. 

Therefore, we earnestly request you to kindly intervene in this matter and take all necessary steps so that the genuine concerns of the protesting students are addressed and the Fee Hike in the form of Bond policy is withdrawn.
