Code of Conduct for Advisory Boards *

Advisory Road Board Code of Conduct:

Members of a board or commission, by nature of their appointment, are representatives of Larimer County and as such, are expected to act with respect and courtesy toward each other, county staff, and members of the public. All members serve as volunteers and agree to abide by these policies in their role as board members.

The Purpose of the PID Advisory Board: *

Purpose of the Road Advisory Board:

  • The purpose of this board is to ADVISE the Board of County Commissioners
  • These boards are not authorized to make decisions on behalf of the Board of County Commissioners
  • The Board of County Commissioners may, or may not, take action that is in agreement with the board 
  • These boards may NOT speak for the Board of County Commissioners or take independent positions on issues with the public or press

The Role of PID Advisory Board *

Role of Advisory Board is to
  • Act as a conduit for information between property owners within the District and Larimer County staff
  • Reviews the District Budget to understand the timelines of the maintenance plan: In some cases, reviews invoices 
  • Assists in planning/coordinating activities of the District with county staff
  • Works with staff on upcoming/current improvements

Guidelines to Maintenance
  • Colorado Revised Statute (CRS) Chapter 30, Article 20, Part 500: Provides for Colorado Counties to form Public Improvement Districts (PIDs) Contains limitations on what PIDs can do once they are formed
  • District Revenue can be used for any road PID purpose: Grading (gravel roads), Crack & Surface Sealing, Repairs to Concrete Curb, Gutters, Sidewalks and Crosspans within Public ROW. This also may be eligible for Snow Removal

  • By-Laws – standardized for all districts, however customized for the location, date, time, and how meetings are publicized per district - Please review these online and share with your neighbors where they can be found

  • Appointment Terms – typically Four-year terms with staggered appointments

  • Rules – Robert's Rules of Order.  These rules apply to all meetings. If you have questions please let me know.
