Consultants, developers and engineering firms are not eligible for the program.
The criteria to participate in the BEP are established based upon the minimum requirements for small businesses to acquire a bond. The evaluation of past performance is critical to understanding the likely future performance and bondability of a business. Acquiring a bond is dependent upon a business’ ability to demonstrate past performance in construction and to provide references that acknowledge good standing. The BEP is not intended for start-up companies.

A minimum of 10 program hours are required to receive a USDOT BEP certificate of completion.
