Newlands Village and Environs: Urban Management Survey 

A group of concerned residents have formed a steering committee to determine the viability and acceptance of establishing a City Improvement District (CID) within our area.  We are working closely with the City of Cape Town.

We are asking all property owners to complete the questionnaire below.  Once we have captured and analysed this information, we will have a better understanding of our community’s collective needs. 

This survey is simply an information gathering exercise. If we do go forward, this will be the first step of many, including in-depth consultations with all parties later on. 

By completing this survey, you are not giving your approval for or against the CID! 

The reason we are considering a CID is because our area delivers a huge number of enhanced services on a voluntary basis. This includes community security, parks projects, litter management programmes, etc.  For a fuller understanding of what is done behind the scenes in our community, please click here.  

All of those volunteer projects are under pressure and without a new funding model some, perhaps many, will fall away. This will have an immediate impact on the cleanliness and public safety of our suburb. That in turn will affect our quality of life and our property values.  Now is the time for us to consider alternative models - before we reach that point.

The establishment of a CID, and the financial sustainability it would bring, would not only relieve those pressures, it would deliver further supplementary services, over and above those the City is able to deliver.  Community safety, cleansing services, environmental upgrading and social responsibility are the cornerstones of CID's.

We are trying to find out what local projects are priorities for property owners in our area.  We will never have enough resources to fund every need but we can make a real difference if we understand, and focus on, the things which concern you most.

 - If a decision is made to proceed with an application for CID status, the responses to this survey will be instrumental in creating the business plan. 

 - If not, it will nevertheless be invaluable in understanding residents' concerns.

4.  SOCIAL RESPONSIBILITY SECTION

Despite being a generally prosperous community of homeowners, there are many people sleeping rough within our community.  All of them face serious challenges with either poverty, mental health or addiction - often all three.  

Typically labelled vagrants, some of these individuals have lived in and around our streets for many years.  Others are more transient, staying for as long as they can make a living here.

From social media postings alone, it is clear that residents have widely divergent opinions on the causes, problems and solutions of vagrancy. 

This section is looking to sample those opinions.

5.  ROADS AND INFRASTRUCTURE SECTION

Much of the built infrastructure around us, and the way it performs, is beyond any one community's control (e.g. power loadshedding). However, other issues can be managed at a local level (e.g. graffiti removal, broken street lights, road maintenance).
