Dear Civil Society Organizations,

We, a number of organizations from across the globe are circulating this appeal demanding the immediate expulsion of the WFP Executive Director for her grave breaches of humanitarian principles, including impartiality, independence, neutrality and humanity, as well infringement on universal ideals of integrity, peace and  respect of human rights, dignity and worth of all persons. 

We hope you can sign on with your organization's name in order to create global pressure on WFP to comply with its principles. Let us not stand idle.

We, the undersigned organizations, working in the fields of agriculture, food security, environment, and human rights are outraged to learn that the WFP Executive Director, Cindy McCain, participated in the Halifax International Security Forum held from 17 – 19 November 2023 in Halifax, Canada. The US-based forum, seeks to promote military cooperation between North America and the EU, was attended by military, security, and intelligence figures, including former Israeli Prime Minister Ehud Barak.

McCain, a former Halifax Forum Board member, addressed the forum as the WFP Executive Director, and spoke about the dialectical relationship between conflict and hunger. While providing numerous examples where food is used as a tool for subjugation from the WFP experience, she notably omitted any mention of the 2 million Palestinians that are starving in Gaza at this very time due to the Israeli occupation's weaponization of food.

With her seated in the front row, next to Ehud Barak, the Halifax Forum granted the annual John McCain Prize for Leadership in Public Service, which holds her late husband’s name, to the People of “Israel". The award was accepted by Achim Laneshek, a representative from "Brothers in Arms", an organization dedicated to raising funds for the procurement and supply of equipment to Israeli military and security forces, as well as illegal settlers.

McCain’s practice is a dangerous breach to the fundamentals of humanitarian action including impartiality, independence, neutrality and humanity. It also violates UN Staff Regulations and Rules, and Standards of Conduct for the International Civil Service which call for maintaining independence and avoiding conflict of interest and serving universal ideals of peace and respect for fundamental rights. She infringed on the entirety of ethical values based in the UN Charter and the Oath of Office including: independence, loyalty to the purposes, values and principles of the United Nations, impartiality, objectivity and professionalism in the performance of official duties, integrity, accountability and respect of human rights, dignity and worth of all persons.

McCain did not act in sensitivity to conflict contexts and abused her position as a representative of the international community in a political activity to support and promote specific governments, external groups, and political interests. 

McCain overreached her delegated authority which reflected negatively not only on her position as a United Nations personnel, but also the United Nations as a whole. She based her needs and ones of a third party above the needs of the UN with a clear conflict of interest. Above all, her support of militarism deepens the conflict and the status of starvation for Gazans and for all Palestinians.

For all the reasons above, we demand that Cindy McCain is held accountable and is expelled immediately from her position as WFP Executive Director.

نداء لمنظمات المجتمع المدني،

نحن، مجموعة من المنظمات من مختلف أنحاء العالم، نشارككم هذا النداء مطالبين بالإقالة الفورية للمديرة التنفيذية لبرنامج الأغذية العالمي، بسبب انتهاكاتها الفادحة لأساسيات العمل الإنساني والتي تتضمن عدم التحيز والاستقلال، والحياد، والإنسانية، إضافة لخرقها للمثل العالمية للنزاهة، والسلام، واحترام حقوق الإنسان.

نأمل أن توقعوا على هذا النداء بأسماء منظماتكم من أجل تشكيل حالة ضغط واسعة على برنامج الأغذية العالمي للامتثال لمبادئه التي وجد من أجلها... دعونا لا نقف متفرجين.

نحن المنظمات الموقعة أدناه العاملة في مجالات الزراعة والأمن الغذائي والبيئة وحقوق الإنسان نشعر بالغضب بسبب مشاركة المديرة التنفيذية لبرنامج الأغذية العالمي، سيندي ماكين، في منتدى هاليفاكس الدولي للأمن الذي عقد في الفترة من 17 إلى 19 نوفمبر 2023 في هاليفاكس، كندا. وحضر المنتدى الذي يتخذ من الولايات المتحدة مقراً له، والذي يسعى إلى تعزيز التعاون العسكري بين أمريكا الشمالية والاتحاد الأوروبي، شخصيات عسكرية وأمنية واستخباراتية، بما في ذلك رئيس الوزراء الإسرائيلي السابق إيهود باراك.

وألقت ماكين، وهي عضو سابق في مجلس إدارة منتدى هاليفاكس، كلمة بصفتها المديرة التنفيذية لبرنامج الأغذية العالمي، وتحدث عن العلاقة الوثيقة بين الصراع والجوع، وضربت أمثلة عديدة لاستخدام الغذاء كأداة إخضاع، وتجاهلت بشكل واضح الإشارة لأكثر من 2 مليون يتضورون جوعاً في غزة بسبب استخدام الاحتلال الغذاء كسلاح.

بحضورها في الصف الأول بجانب إيهود باراك، منح منتدى هاليفاكس جائزته السنوية للقيادة في الخدمة العامة التي تحمل اسم زوجها "جون ماكين"، لشعب "إسرائيل"، وتم قبولها من قبل ممثلة منظمة أخوة السلاح (أخيم لانشيك)، وهي منظمة تعمل لجمع التبرعات لشراء العتاد وتزويده للقوات العسكرية والأمنية والمستعمرين غير الشرعيين في الأرض المحتلة.

ما قامت به ماكين انتهاك خطير لأساسيات العمل الإنساني والتي تتضمن عدم التحيز والاستقلال، والحياد، والإنسانية. كما أنه ينتهك النظامين الأساسي والإداري لموظفي الأمم المتحدة، ومعايير السلوك للخدمة المدنية الدولية التي تدعو للحفاظ على الاستقلال وتجنب تضارب المصالح، وخدمة المثل العالمية للسلام واحترام الحقوق الأساسية. كما انتهكت بشكل كامل القيم الأخلاقية المتجذرة في ميثاق الأمم المتحدة وقسم اليمين الذي أدته، بما في ذلك: الاستقلال، والولاء لأهداف وقيم ومبادئ الأمم المتحدة، والحياد، والموضوعية والاحترافية في أداء الواجبات الرسمية، والنزاهة، والمساءلة، واحترام حقوق الإنسان، وكرامة وقيمة جميع الأفراد. لم تتصرف ماكين بحساسية تجاه سياقات النزاع واستغلت موقفها كممثلة للمجتمع الدولي في نشاط سياسي لدعم وتعزيز حكومات معينة ومجموعات خارجية ومصالح سياسية.

 تجاوزت ماكين السلطة المفوضة لها مما انعكس سلباً ليس فقط على وضعها كموظفة في الأمم المتحدة، ولكن أيضاً على الأمم المتحدة ككل. لقد قدمت احتياجاتها واحتياجات طرف ثالث قبل احتياجات الأمم المتحدة مع تضارب واضح في المصالح، وقبل كل شيء، فإن دعمها للتسليح يعمق الصراع وحالة المجاعة في غزة وعموم فلسطين.

بناءً على ما ذكر، نطالب بمحاسبة سيندي ماكين وإقالتها فوراً من منصبها كمديرة تنفيذية لبرنامج الأغذية العالمي.
