PROPOSAL TO CHANGE HOW THE 1/32 NATIONALS PLACES ARE ALLOCATED TO EACH AREA 

Proposal Summary...
It is proposed that the number of 1/32 Nationals places allocated to Areas will be based on the number of competitors in their Area meetings instead of their total number of registered Area members.

Current rule..
Allocation of National Qualifiers At the 1/32 Nationals 48 places are allocated in each of the open classes (Saloon, F1 and Sports/GT)
(a) The overall National Champion in each 1/32 class (Saloon, Formula 1, and Sports/GT)
(b) The top 5 points finishers in the 1/32 BOC, will qualify for the 1/32 Nationals in all 3 class. (If one National Champion is in the top 5 BOC places, the 6th. place BOC driver will qualify etc.). After these 6, 7 or 8 places are allocated, the remaining Nationals places will be distributed as follows.
(c) 13 places in each class shall be allocated in as near as possible direct proportion to the Area's membership who have either been Overall National Champions in each open 1/32 class in the last five years or is premier grade for the reasons 2.2 ii - iv above and who have not qualified in (a) or (b) above.
The council may allocate an extra place to the Area organising the National Championship.
The remaining places in each class shall be allocated to the Areas in as near as possible direct proportion to the Area's membership eligible for the Main Grade who have not qualified in (a) or (b) above.  

Proposed new rule... (changes to part c onwards)
(c) 13 places in each class shall be allocated in as near as possible direct proportion to the average number of premier grade competitors in their Area's meetings who have not qualified in (a) or (b) above.
The remaining places in each class shall be allocated to the Areas in as near as possible direct proportion to the average number competitors in the Area's meetings who are eligible for the Main Grade and who have not qualified in (b) above.
The average number of competitors in the area meetings will be calculated from the meetings up to and including the March area meeting date.

Explanation...
The proposers' opinion is that basing the allocation of Nationals places on the numbers attempting to qualify for the 1/32 Nationals rather than the total membership will produce a fairer allocation of places. They point out that some areas' membership totals include those who are not interested in racing at the 1/32 Nationals.
The proposal maintains the current system designed to give main grade drivers in different areas a more equal chance of qualifying.
The proposal maintains the current “not qualified in (a) or (b) above “ system which means drivers can qualify for the Nationals by (a) winning the previous year's Nationals or (b) from the 1/32 British Open Championship.

Important points to note...
It is recognised that areas need to know how many Nationals places they have been allocated a reasonable length of time before the Nationals. The final area meeting in the country could be in April, but by taking the number of racers in area meetings straight after the March meeting (normally the second Sunday in March) means we can tell areas how many places they have by mid March.

It will be necessary for Area Coordinators to arrange formal Area meetings where all racers' names and membership numbers are recorded.

Results of each Area meeting must be sent in spreadsheet form to the BSCRA Secretary within 2 days of the March Area meeting.

PROPOSAL ABOUT AREA MEETINGS

Proposal Summary...
This rule change proposal is designed to encourage participation in Area meetings.

Handbook changes to "1/32 National British Championship Rule 2.6"

Current rule..
The membership for each Area is that registered at February 1st preceding the National Finals. In order to qualify for the individual National Championships drivers must be BSCRA registered members by February 1st that year.

Proposed new rule...
The membership for each Area is that registered at February 1st preceding the National Finals. In order to qualify for the individual National Championships drivers must be BSCRA registered members by February 1st that year and must have raced in at least one round of that year's area meetings.

Explanation...
The proposers' intention is to encourage members to compete in Area meetings to secure a place at the Nationals rather than rely on getting a place within their area simply due to the number of BSCRA registered members in their area.

Important points to note...
If all the Nationals places are not filled by the closing date for entries, the Council may allow other BSCRA members to take up the unused places.

PROPOSAL ABOUT BRUSHLESS 1/24 PRODUCTION CLASS

Proposal Summary...
Introduce a brushless 1/24 Production class to run alongside the current 1/24 Production Group12 class.

Handbook changes to be finalised by the BSCRA Council

Proposal details...
BSCRA will create a brushless 1/24 Production class to be introduced for the 2027 season.
The council will use their vast experience, along with membership consultation, to decide on the rules.

Explanation...
Many clubs are now running brushless 1/24 production cars and more chassis are becoming available specifically for brushless motors. The BSCRA needs to standardise a brushless 1/24 Production class so that clubs and members can all race to a unified set of rules.
The aim is to provide a sensible and manageable set of rules for brushless 1/24 Production cars with roughly the same overall performance as the existing group 12 powered class.
It is recognised that it will probably not be possible to have both classes with identical performance.

Important points to note...
The current 1/24 Production Group 12 class will continue.

If this proposal is passed the 1/24 British Open Championship participants will vote on, if and how, this class is incorporated into the 2027 BOC

The BSCRA will be looking to create a set of rules for this class that would be slower than both the 2025 and 2026 ISRA 1/24 Production class.

PROPOSAL to use GT3 Bodyshells in the brushless 1/24 Production class

Proposal Summary...
Use GT3 bodyshells for the proposed new brushless 1/24 Production class alongside the existing approved list of Saloon bodyshells.

Handbook changes and bodyshell lists to be finalised by the BSCRA Council

Proposal details...
The proposed new brushless 1/24 Production class will use GT3 bodyshells alongside the current list of Saloon bodyshells that are approved for the 1/24 Production Group12 class.

Explanation...
There are now quite a lot of GT3 bodyshells available and it reflects trends in real motorsport.

Important points to note...
If proposal P3 (brushless 1/24 Production) and proposal P4 (GT3 bodyshells) are both passed, the BSCRA council will need to produce an approved GT3 bodyshell list by the end of 2026. After that, further bodyshells may be added using the BSCRA bodyshell approval process.

This may involve quite a lot of work for certain BSCRA Council members who are all volunteers.

GT3 bodyshells will most likely handle better and have more downforce than the current list of approved Saloon bodyshells and will most likely result in much faster lap times.

A change in body style combined with a brushless motor, board and chassis will make it far more difficult to restrict the performance of the new brushless 1/24 Production class and it is likely to result in a class that is faster than the current Open Group12 class!

PROPOSAL ABOUT THE BSCRA CONSTITUTION

Proposal Summary...
Addition of an extra statement to help the BSCRA Council and appropriate committees ensure that any rule change proposal actually meets the basic requirements set out in the constitution and gives the proposer an opportunity to ensure the proposal actually makes sense and can be implemented without the need for many hours of BSCRA Council volunteer time.

Constitution changes to "PROCEDURE FOR CHANGING THE RULES OF THE ASSOCIATION 15.3"

Current wording...
The appropriate committee shall review the proposal and if necessary may make changes (in consultation with the proposer) to ensure the proposal:
(a) Clearly states what the proposal is trying to achieve
(b) States exactly what is to be changed in the current rules (Normally the proposal will include the new wording or diagrams for inclusion in the Handbook or Constitution).
(c) Is ready for the membership to vote on, and should be a simple proposal without amendments.

Proposed new wording... (addition of statement d)
(d) Where the appropriate committee decides a proposal does not meet the above requirements, they may return the proposal to the proposer for amendment.

Explanation...
The BSCRA constitution requires a review of each proposal to ensure it says what it is trying to achieve and exactly how the rules are to be changed. The addition of this statement puts the emphasis back on the proposer to ensure any proposed changes are actually fit for purpose.
 
Important points to note...
There can be many complex issues to consider when changing rules. This proposal allows the BSCRA to work closely with the original rule change proposer to avoid further issues that the original proposer hadn't considered.

PROPOSAL ON INTERIORS

Proposal summary...
Stop racers from being able to attach a driver figure to the outside of open cockpit bodyshells.

Handbook changes to "Part 2 Section A Car Standard applicable to Brushed Motor INTRO32 cars" and "Part 2 Section B Car Standard applicable to Brushless Motor INTRO32 cars" and "Part 3 Section A Car Standard applicable to all cars (except INTRO32)".

Current rules...
Part 2 Section A Car Standard applicable to Brushed Motor INTRO 32 cars
Body Regulations
A10. The body shall contain a 3 dimensional interior consisting of a driver figure with hands, arms, shoulders and head and at least 30% of the top half of the steering wheel   

Part 2 Section B Car Standard applicable to Brushless Motor INTRO 32 cars
Body Regulations
B39. The body shall contain a 3 dimensional interior consisting of a driver figure with hands, arms, shoulders and head and at least 30% of the top half of the steering wheel.

Part 3 Section A Car Standard applicable to all cars (except INTRO32)
A4. All cars must have a driver securely fixed, and consisting of a minimum of head, shoulders, arms and top segment of the steering wheel joining the hands all appropriately coloured. These items must be 3 dimensional, not just painted on.

Proposed new rules...
The following sentence will be added to all of the above rules,
"Bodyshells of open cockpit cars that do not have a moulded in driver must have the cockpit opening cut out and the driver mounted within the opening."

Explanation...
The proposers' intention is to improve the look of open cockpit cars.

Important points to note...
There may be some ambiguity as to what the "cockpit opening" actually is and exactly how much of the cockpit you have to cut out.
The area that you cut out would need filling in with paper, card, plastic, etc. to ensure that "no part of the motor, chassis, gears or tyres shall be visible when viewed from above or through the windscreen or windows". 
The BSCRA will publish illustrations of what cockpit cut outs are needed on commonly used shells before the start of the 2027 season if the proposal is passed.
