[Chairs] You see a delegate who is doing crisis for the first time doesn't know what to do. They are not really participating in the discussion and you know from the backroom that they are not sending any directives. How do you approach this situation? (100-200 words)

[Backroom] You receive the following directive:"I wish to hire spies to spy on *list of persons*. I will pay them *sum* to ensure their loyalty. They are to report back regularly and if caught, there shouldn't be a way for anyone to trace them back to me". How do you respond? [Backroom] There are 2 delegates in opposing cabinets but from the same delegation who have been sending directives based on agreements made over facebook which backroom has no track of. One of them wishes to defect to the other cabinet and give away all the secrets of their previous cabinet although it does not fit the character they are portraying. How do you approach this problem?
