Your Excellency:

We, the undersigned citizens and advocates for the Filipino family, respectfully yet urgently petition Your Excellency to champion the immediate enactment of the Filipino Family Mainstreaming Law and to include this critical legislative priority in your upcoming State of the Nation Address (SONA).

I. THE CRISIS IS UPON US

The Filipino family—the very foundation of our nation as enshrined in Article XV of our Constitution—is under siege. The data paint a dire picture that demands immediate presidential action:

• Marriage rates are plummeting despite population growth, signaling a collapse in family formation
• Our fertility rate has fallen below replacement levels, threatening the future existence of the Filipino race itself
• More than 57% of newborns since 2020 are born to unwed parents—a staggering increase from 49.2% in 2016
• 15 million solo parents, 95% of whom are women, struggle without adequate support
• Only 67% of Filipino youth grew up with both biological parents, leaving one-third vulnerable to documented risks
• Online sexual abuse has exploded to 2.7 million incidents, with some parents themselves acting as perpetrators

The figures above represent millions of Filipino children growing up without the stability, security, and love that intact families provide. International research overwhelmingly demonstrates that children raised by both biological parents in stable marriages achieve better outcomes across every measurable dimension—economic, educational, psychological, and social.

II. CONSTITUTIONAL MANDATE BEING VIOLATED

The 1987 Constitution is clear and unequivocal. Article XV mandates that the State shall "strengthen [the family's] solidarity and actively promote its total development." Article II, Section 12 declares that "the State recognizes the sanctity of family life and shall protect and strengthen the family as a basic autonomous social institution."

Yet despite these solemn constitutional commands, our government has adopted policies that ignore, undermine, or actively work against family stability. We have prioritized solutions that fracture rather than fortify, that separate rather than unite, that treat symptoms while ignoring root causes.

This constitutional violation must end. The Filipino Family Mainstreaming Law provides the framework to fulfill our nation's sacred obligations.

III. WHY THIS LAW IS ESSENTIAL

The Filipino Family Mainstreaming Law is not merely another piece of legislation—it is a comprehensive, holistic, and evidence-based framework that will:

1. Institutionalize family impact assessments across all government policies, ensuring that every law, program, and budget considers its effect on family stability and cohesion
2. Create the National Commission for the Filipino Family (NCFF) to coordinate pro-family policies across all government departments and ensure accountability
3. Establish pro-family development education grounded in Filipino values, constitutional principles, and proven sexual risk avoidance models that have achieved superior outcomes in countries like Singapore
4. Protect vulnerable family members, including children of overseas workers, victims of abuse, and those in institutional care, through whole-of-community approaches
5. Empower parents in their constitutional role as primary educators and caregivers, with transparency and involvement in sensitive topics affecting their children
6. Address the fertility crisis through pro-family policies that support family formation, childbearing, and work-life balance
7. Strengthen law enforcement against crimes within families, particularly statutory rape disguised as "teen pregnancy"
8. Mobilize the private sector, faith-based organizations, and civil society as partners in family support services

IV. THE URGENCY CANNOT BE OVERSTATED

The Filipino family, long the bedrock of our culture and nationhood, is now imperiled by fractures that call for decisive action. We cannot afford delay. Every day we delay is another day that:

• Thousands of children are born into unstable family situations
• Vulnerable children face abuse without adequate protection
• Parents struggle without the support systems they truly need
• Our fertility rate continues its dangerous decline
• The social fabric of our nation continues to disentangle

Global trends show that once family breakdown reaches critical mass, reversal becomes exponentially more difficult. We are approaching that tipping point. As such, we firmly believe that the time to act is now.

V. REQUEST FOR SONA DECLARATION

We respectfully but firmly request that you include the Filipino Family Mainstreaming Law as a priority legislative agenda item in your State of the Nation Address.

The SONA represents the most powerful platform to communicate national priorities to Congress, the Filipino people, and the world. By highlighting this law in your SONA, you will:

• Signal presidential commitment to family protection as a cornerstone of national policy
• Mobilize congressional action on this urgent legislation
• Rally the Filipino people around our shared constitutional values
• Distinguish the Philippines as a nation that prioritizes family stability in an era of global family breakdown
• Secure your legacy as the President who prioritized the Filipino family

History will not simply record our policies; it will measure our courage. It will ask whether this generation had the moral strength to confront the crisis of fractured families and the vision to restore them as the cornerstone of our Republic. To act now is to secure the dignity of our children and the destiny of our nation

The Filipino family is the foundation of our nation—if that foundation crumbles, everything built upon it will fall.

• Mobilizing grassroots support across all regions

• Holding ourselves and our leaders accountable to constitutional family protections

VII. CONCLUSION

Your Excellency, 99% of our young people identify with religions that honor God and family. The Filipino people are ready for leadership that reflects these values. They clamor for policies that strengthen rather than weaken the family. They are waiting for a President who will stand boldly for the constitutional protections that have been neglected for too long.

We urge you, Mr. President, to champion the Filipino Family Mainstreaming Law, the firewall we urgently need. We ask that you include it in your SONA. Make family protection the defining legacy of your administration.

The future of the Filipino family—and therefore the future of the Filipino nation—depends on the decisions we make today.
