Description
The Special Service Area (SSA) #26 Security Enhancement Rebate Program is designed to provide rebates for security enhancements to a property, business, or space surrounding them. The program is managed by Edgewater Chamber of Commerce and is intended to increase safety throughout the SSA #26 commercial corridors. 
Rebate Amounts
Businesses that apply for funding under the guidelines of the Security Enhancement Rebate Program will be eligible to receive up to $1,000 to cover costs for the costs incurred for the installation of security enhancements to a property, business, or space surrounding them.
Eligible Projects
  • Projects must include enhancements that will benefit the community by including the public-right-of-way
  • Project funding includes installation of the product not ongoing maintenance or subscription costs
  • All improvements must be compatible with city and building zoning regulations
  • Applications are encouraged to register security cameras with the Chicago Office of Emergency Management and Communications (OEMC) Private Sector Camera Initiative. For more information, please contact OEMC at 312.746.9111
Examples of eligible projects include:
  • Security Camera (at least one camera must face the public-right-of-way)
  • Exterior lighting, including motion-sensor lighting
Projects that do not include public-right-of-way component (such as interior cameras) are not eligible.
Eligible Properties
Businesses must be within the SSA #26 district to be eligible for this program. The boundaries of the SSA #26 district include: 
  • Broadway from Foster to Devon
  • Devon from Broadway to Glenwood (including all four corners of Glenwood)
  • Granville from Broadway to Kenmore
  • Bryn Mawr from Broadway to Kenmore
  • Ridge from Bryn Mawr to Magnolia
  • Berwyn from Broadway to Winthrop
  • Thorndale from Broadway to Winthrop 
  • All other east/west streets between Foster and Devon will include sidewalks up to the CTA tracks on the east. All east/west streets within the area will include the area up to the first alley on the west.

Guidelines and Requirements
  • Rebates will be awarded only once per year per building on which approved enhancements are made.
  • Improvements must be in compliance with the City of Chicago building and zoning requirements, and any other applicable state and local laws. 
  • All proof of city permits, if applicable, must be submitted. Items that hang over the public way, including cameras and exterior lighting, require a Public Way Use permit. More information can be found on the City of Chicago's website.
  • Applicant must provide invoice for work completed.
  • Applicant must provide proof of payment after work is completed.
  • Applicants must be the entity paying for the improvements.
  • Only owners and tenants of street-level property located within the SSA boundaries are eligible for the program.
  • Applications are consider on a rolling basis throughout the year. There is no guarantee that funding will be available upon request of rebate.
  • If the same project already received funding from a different grant or incentive program, it is ineligible for additional funding through this program. 
Review Process

Edgewater Chamber of Commerce will review and accept or reject each application in its sole and absolute discretion. The applicant may be asked to clarify any items needed for the application by Edgewater Chamber of Commerce. Edgewater Chamber of Commerce reserves the right to approve or deny any application based on its inspection of the validity of damage incurred on any given property.

Once an applicant has been approved by Edgewater Chamber of Commerce, the project will be inspected to verify compliance with the program guidelines and that repairs were made according to the damage that was done.  A rebate check will be sent after the final inspection has taken place, provided the inspection confirms compliance, and pending fiscal year availability funds.

Edgewater Chamber of Commerce’s inspection is limited to a review of the completed repairs only in connection with the application under this program and shall not be deemed an inspection as to whether or not the repairs were completed in good order and satisfactory condition.  It shall be the applicant's responsibility to verify adequacy of all repairs, and applicant's failure to verify the repairs shall not relieve applicant of any expenses or responsibilities resulting from such failure, nor shall the SSA or its representatives have any liability or obligations to applicant arising from such failure.

  • Detailed cost estimate, invoice and/or final receipts from contractor for each enhancement task.  (The Commission reserves the right to reject any questionable estimates. If the applicant plans to complete construction themselves, they must submit two estimates in addition to their own.)
  • Before and after photos of the project
  • Copies of all necessary permits
  • An up-to-date W9 form

The applicant (undersigned) agrees to fully and timely comply with the guidelines and procedures of the Edgewater Chamber of Commerce’s Security Enhancement Rebate Program and the outlined specifications as agreed to by the applicant and the Edgewater Chamber of Commerce.  It is understood by the applicant that they must submit all required documentation, and that they have read the entire Security Enhancement Rebate Program Guidelines and Application and agree to be fully bound by their terms and conditions.  APPLICANT RELEASES AND AGREES TO DEFEND AND INDEMNIFY THE EDGEWATER CHAMBER OF COMMERCE (TOGETHER WITH THEIR OFFICERS, DIRECTORS, AND AGENTS), THE SSA #26 COMMISSION, AND THE CITY OF CHICAGO FROM ALL CLAIMS AND CAUSES OF ACTION OF ANY KIND (KNOWN OR UNKNOWN) IN CONNECTION WITH THIS SECURITY ENHANCEMENT REBATE PROGRAM.
