Background:In July 2023, Saxon Partners, through its affiliate SPIN Munster, LLC, entered into a development agreement for the former Lansing Country Club. This covers approximately 150 acres, covering Lansing, Illinois, and Munster, Indiana. In November 2025, the Town of Munster approved a rezoning of the Indiana portion of the property to create the Kenmara Technology Park Planned Unit Development (PUD), intended for certain high-technology uses.In 2026, Saxon Partners returned to the Town seeking to amend the Kenmara PUD to establish new development standards and to add data centers as a potential special-exception use. At the same time, the Town submitted a redline of their draft Unified Development Ordinance (UDO), a comprehensive rewrite of Munster's zoning and development regulations that includes provisions governing when and how data centers may be permitted.
To the President and Members of the Munster Town Council, including Joe Hofferth, George Shinkan, Chuck Gardiner, David B Nellans, and Jonathan Petersen.The following petition is intended to document community opposition to data center development within the town of Munster. The negative impacts on residents are clear, and the city is moving quickly without evaluating the dangers and costs that will be passed on to Munster residents. In addition to opposition voiced on the public record by residents via email and at public meetings, we are submitting the following signatures.The undersigned residents of Munster, Indiana, formally submit this written objection to the public record. We demand that the Plan Commission issue an Unfavorable Recommendation regarding any Data Center Language in the UDO, the proposed Kenmara PUD Amendment seeking to add data center uses, and further demand that the Town Council codify an outright, town-wide prohibition of data centers within the text of the upcoming Unified Development Ordinance (UDO).
Remove Data Centers as a development option within both the UDO and the Kenmara PUD, and ban them entirely as an allowable use.
