停止不人道的非法關押 促請中國政府釋放崔泰主教Stop Inhuman Illegal Detention! Call on China to Release Bishop Cui Tai

河北宣化教區崔泰助理主教,在2018年4月中旬,再被政府當局帶走,目前情況不明。崔主教為了堅持信仰及良心的自由,拒絕政府當局有違信仰原則的宗教政策,拒絕接受中國天主教愛國會的領導及公開化,才長期受到打壓。

從1993年起,他已因實踐宗教自由權利,被政府當局以「非法傳教」、「非法舉行宗教集會」等名義,多次勞教、拘留和軟禁,尤其從2007年至今這十一年來,政府當局在無任何理由和法律程序下,一直把崔主教非法關押和軟禁。期間,他經常被秘密關押在不同的拘留所或賓館內,或被政府人員強行帶去「旅遊」。每年只有農曆新年和中秋節,崔主教才能偶爾短暫回家探望年邁的姐姐,其他時間都被政府帶走。政府當局的做法,嚴重侵犯中國《憲法》及國際人權公約所保障的公民基本權利和宗教自由。

近年,崔主教的身體狀況欠佳,患有嚴重胃炎、神經衰弱、頭暈等。我們十分擔憂他的狀況,並強烈譴責中國政府侵犯公民基本權利和宗教自由的行為,促請中國政府:

1. 確保崔泰主教的人身和健康安全,並讓他得到適合的醫療照顧;
2. 尊重宗教自由,立即無條件釋放崔泰主教;
3. 釋放其他無理被囚禁的神職人員,包括河北保定教區蘇志民主教、劉紅更神父等。

附註:崔泰助理主教簡介
崔泰主教,聖名奧斯定,1950年出生於中國河北省張家口。1990年,經河北保定修道院培育後晉鐸,由河北易縣教區師恩祥主教祝聖為神父。2013年,被任命為河北宣化教區助理主教。崔主教是一位生活簡樸、嚴於律己、充滿聖德的牧者。


Bishop Cui Tai, coadjutor bishop of Xuanhua Diocese in Hebei province, was taken away again by the authorities in mid-April 2018. His current situation is unclear. In order to maintain his faith and conscience, Bishop Cui has long openly rejected the religious policies that violate the principle of his faith and rejected to accept the leadership of the Chinese Catholic Patriotic Association, thus resulting in long-term persecution.

Since 1993, due to his insistence in exercising his rights to freedom of religion, he has been held in “re-education through labour”(RTL), detained and placed under house arrest for alleged offences of “illegal evangelization” and “illegally organizing religious assemblies”. For the past 11 years, the authorities have repeatedly illegally detained him and placed him under house arrest without any reason or without following any legal procedures. He has repeatedly been detained in undisclosed, secret locations , or held in various detention facilities or hostels, and he has been “forcibly travelled ”(a tactic the Chinese government uses against human rights defenders and prominent intellectuals when there are major political events, meetings with heads of state, or other sensitive affairs in which they want to ensure a target person is unreachable by the outside world) by the authorities. Each year, only during the Lunar New Year and Mid-Autumn Festival periods is Bishop Cui allowed to briefly return home to visit his aging older sister – the rest of the year he is detained by the authorities. What the Chinese authorities have done has seriously violated China’s Constitution and the civil rights and religious freedom protected in the international human rights conventions.

In recent years, Bishop Cui’s health condition has been getting worse. He suffers from serious gastritis, neurasthenia and dizziness. We are very concerned about his condition and we strongly condemn the Chinese authorities’ behaviours to infringe citizens’ basic rights and religious freedom. We call on the Chinese government:

1. To guarantee the personal safety and health of Bishop Cui Tai and ensure that he receives proper and adequate medical treatment;
2. To respect religious freedom and immediately and unconditionally release Bishop Cui Tai;
3. To release all the other unreasonably and illegally detained clergy, including Bishop Su Zhimin and Father Liu Honggeng of Baoding Diocese in Hebei province.

Remarks: Bishop Cui Tai’s bio
Bishop Augustine Cui Tai was born in Zhangjiakou, Hebei province, in 1950. In 1990, he was ordained a priest by Bishop Shi Enxiang of Yixian Diocese in Hebei after receiving formation at the Baoding Seminary in Hebei. In 2013, he was appointed to be the coadjutor bishop of Xuanhua Diocese in Hebei. Bishop Cui is a pastor who leads a simple life, upholds strict self-discipline and is filled with holiness.
