1. No institution* shall discriminate against or victimize any indigenous person, person of color, or “other.”
2. Institutions shall be adapted, reformed, or eliminated as needed to enact the first principle.
3. Secular and spiritual education, edification, and training shall have the explicit goals of diversity awareness, appreciation, and inclusion.
*An “institution” may be an economic system, a unit of governance, a non-governmental organization (NGO), a set of laws, or a cultural norm (i.e., “the institution of marriage”).
