Forward-looking, medium-term budgeting, resource allocation, redundancy scheduling, anticipatory risk reduction: would seasonal forecasts (with regard to different transportation corridors) on whether there will be more or less (than on average) challenging weather/threats – e.g. severe storms, river low water, landslides, flash floods – help you avoiding damages, losses and coping with bottlenecks?
