Petition to Adopt the Anti Violence Against Women Act (AVAWA)

This is a campaign to collect public signatures from the international community as endorsement on the petition to adopt “Anti Violence Against Women Act (AVAWA).” The AVAWA is a non-intrusive diplomatic strategy to mitigate as well as make ending all forms of discrimination, abuse and violence against women or girls a top priority for African States. The AVAWA suggests that the African States’ governments honor the existing provision for women as stated in their constitutions with a comprehensive, multi-sectorial strategic national plan for reducing and ending violence against women. You can sign the petition by filling out this form. The signatures will be used to increase lobby efforts among working groups to demonstrate why African States should adopt AVAWA, as well as encourage workgroups to conduct relative strategic programs addressing the challenges of VAW and promoting AVAWA in Africa.

Recognized that abuse and violence against women happen in many ways, often subtle, and underreported and it is particularly difficult to respond with one-rigid fix-all-doctrine because the forms and patterns of abuse and violence are different across cultures, faiths, countries, groups, or households.

Recognized that VAW contributes significantly to health, economic, political, social, cultural, and educational – deficit, especially in nations that do not implement gender sensitive legislation.

Recognized that while multilateral and bilateral treaties such as CEDAW, I-VAWA, Maputo protocol, DEVAW and other instruments have brought unprecedented awareness and progress to Gender Inequality and VAW around the world, they are not always applicable and often have significant limitations in the treaty’s domestication process. Therefore, the UN as well other authoritative international civil policy shaping Institutions and governments must be accommodating to new initiatives that support the same goal of ending all forms of violence and discrimination against women and girls everywhere in the world.

Recognized that failure to make effective use of the opportunity that the AVAWA presents may subject African countries to a perpetual cycle of interventionist agenda that wastes resources and has no real effect.

Recognized that opportunity cost of less than equal and fair empowerment of women is too high for any nation willing to prosper.

Agreed that it is a nation’s obligation to have/produce clear feasible plans and transparent strategy for fulfilling a gender sensitive human right legislation as stated in its constitution with high priority.

Recognized that the AVAWA annual report serves as a national and international legal tender of nations’ accountability act on the issue of women and human rights; and this will become an impetus for updating judicial, legislative, enforcement and budgetary policies to address complex challenges of gender based violence, rehabilitation of victims, and advancing gender equality measures on annual basis.

Recognize that adopting the AVAWA as a prioritized national operation policy may encourage countries that do not have gender sensitive legislation in their constitutions to consider the need for such inclusion.
