Section 13-244-15.5 of the Hawaii Administrative Rules requires any person operating a power driven vessel on the water of the State shall possess a certification of completion from a National Association of State Boating Law Administrators (NASBLA). Exempt from this requirement are persons who possess a valid merchant mariner credential to operate a vessel issued by the United States Coast Guard pursuant to 46 CFR Part 10.

Escort Boat Requirements
● Section 13-244-15.5 of the Hawaii Administrative Rules requires any person operating a power driven vessel on the water of the State shall possess a certification of completion from a National Association of State Boating Law Administrators (NASBLA). Exempt from this requirement are persons who possess a valid merchant mariner credential to operate a vessel issued by the United States Coast Guard pursuant to 46 CFR Part 10.
● All escort boats must meet current United States Coast Guard standards as defined by the USCG.
● All escort boats must have ship to ship radios (VHF). Marine Band two-way radio MUST BE MOUNTED on boat per Coast Guard regulations.
● Escort boats must assist any paddler or boat in distress, even if not their paddler.
● Check In before the race with Head Official Boat on VHF Radio Ch. 72. Failure to check-in will result in disqualification.
● Check out with Head Official Boat at China Walls on Ch.72.
● Escort boats must have a Coast Guard approved personal flotation device (PFD) aboard that is specifically designated for their paddler.
● Decals need to be placed on the left side of escort boat.
● All escort boats TO THE LEEWARD SIDE of the start line.
● After the Start - Do NOT approach your paddler until given permission by the Head Official Boat on the VHF Radio Ch.72. Please be considerate of the paddlers.  
● Rescue Reference Point - Hawaii Kai #1 Day Marker:
Lat. - 21* 16'14.0 N Long. - 157* 42'56.8 W  ALL BOATS NEED TO HAVE THIS WAYPOINT ENTERED IN THEIR GPS.

In consideration of participating in the Molokai Challenge, I, the owner, operator of the vessel/escort boat listed, recognizing and understanding the risks attached to such participation in said paddling race, assume all and every risk of personal injury of damage to myself, my property and for the crew, and therefore agree to hold harmless, Kanaka Ikaika Racing Association and all sponsors, their officers, agents, members, officials and participants arising out of my participation in said paddling race, regardless of cause. In addition, I warrant that I am competent to act as a skipper/captain of this vessel/escort/motorboat, and the vessel/escort/motorboat being used in this event is seaworthy. I further agree that I will accept the directions of race officials. I HAVE READ THE FOREGOING, FULLY UNDERSTAND ITS CONTENTS AND MEANING, AND SIGN IT OF MY OWN FREE ACT. *
