Grappenhall and Thelwall Parish Council, as the qualifying body, with the help of the local community has prepared a pre-submission draft Neighbourhood Plan for the Grappenhall and Thelwall Parish (the draft Plan) for the period 2025-2038/39.
The draft Plan sets out a vision for the future of the Grappenhall and Thelwall Parish along with a series of planning policies which will be used to determine planning proposals locally.
The policies, which reflect local priorities within the Neighbourhood Area, will ensure that as the Grappenhall and Thelwall Parish grows, it does so in a way that protects the things that make it special, while planning for a sustainable and inclusive future.
The Parish Council is inviting comments from 1 November 2025 to 12pm (noon) on 1 January 2026. The preference is for you to submit your comments using the form below, remembering that you can include points in support as well as highlighting any areas of concern in your responses.

All responses received will be considered by the Neighbourhood Plan Steering Group and the Parish Council, to produce a revised version of the Plan which will then be submitted to the local planning authority (Warrington Borough Council) for examination by an independent examiner.
All responses must include name, addresses and, if relevant, the organisation you are representing.
