HOME Program Intake Application
The HOME Program, funded by the Texas Department of Housing and Community Affairs, provides decent, safe, sanitary, and affordable housing for low-income homeowners. If a homeowner is eligible for the HOME Program, their existing house or mobile home is demolished and a new home is built on the same site.
The homeowner's assistance is provided in the form of a five-year grant or a 15-year deferred forgivable loan. If the homeowner sells their home before that time period ends, they must repay a portion of the cost. Homeowners are responsible for maintaining insurance on their house and continuing to stay current on their property taxes during that time period.
To qualify for the HOME Program, an applicant must:
- Live in the city limits of Quinlan
- Live in a substandard home
- Own a house and have a warranty deed with their name on it
- Be current on property taxes
- Have no outstanding liens or encumbrances on their property
- Be willing to relocate while their new house is being built
- Have an income within the income limits below
City of Quinlan Income Limits:
Family of 1: Maximum income of $57,750
Family of 2: Maximum income of $66,000
Family of 3: Maximum income of $74,250
Family of 4: Maximum income of $82,500
Family of 5: Maximum income of $89,100
Family of 6: Maximum income of $95,700
Family of 7: Maximum income of $102,300
