White Coats 4 Black Lives Petition - 2019
Petition to Our Elected Officials and Our Healthcare Institutions:

On March 18, 2018, Stephon Clark, a 22-year-old unarmed Black man, was shot 20 times and killed in his grandmother’s backyard in an under-resourced neighborhood in Sacramento by Officers Terrence Mercadel and Jared Robinet. This event is tragic and unacceptable; yet, the story is all-too familiar. Stephon Clark joins an ever-growing litany of Black lives ended by police violence: Trayvon Martin, Oscar Grant, Michael Brown, Eric Garner, Laquan McDonald, Tamir Rice, Rekia Boyd, Christian Taylor, Jessica Williams, Alton Sterling, Philando Castile, Terence Crutcher, Antwon Rose, Jemel Roberson, Kiwi Herring, Darell Richards, Sandra Bland, John Crawford, and the hundreds of other black men and women killed by police every year.

White House Press Secretary Sarah Sanders described this as a “local matter”, but the data exposes a public health crisis on a national scale. Of the 987 individuals shot and killed by the police in 2017, 23% were Black, despite only 13% of the U.S. population being Black. In 2017, Black people were nearly 3 times more likely than white people to be shot and killed by the police. From all the police killings in 2017, approximately 1 in 4 people had a known mental illness [1] [2]. Unfortunately, the federal government has failed to provide any additional commentary since Secretary Sanders’s statement in 2017.

Last year, hundreds of health professionals and students participated in die-in demonstrations across the country to protest police violence and demand accountability from public officials and health care institutions. Here at UC Davis, students, faculty, staff, and community members came together in solidarity in the weeks following the murder of Stephon Clark. Since then, local public officials and UC Davis leadership have remained complacent in violence against black communities and no significant action has been made to address community demands. District Attorney Schubert announced on March 2, 2019 that she would not be pursuing charges against either officer that killed Stephon Clark. With this decision, DA Schubert continues to deny Stephon Clark’s family, friends, and community justice for his murder.

As current and future healthcare providers, we are heartbroken by the continued violence and subsequent trauma experienced in our communities at the hands of the police. We are outraged by the lack of significant progress or change in policy or police tactics.

We can no longer remain silent about the far-reaching effects of institutional racism on which our nation was founded, and which persists to this day; from our streets to our emergency rooms and clinics, racial bias has very real consequences and is costing our community members and patients their lives.

WE DEMAND ACTION! From our elected officials, we require policies that will put a stop to this national health crisis. Furthermore, our healthcare institutions must actively address the negative mental and physical health outcomes that result from experiencing community violence.


TO OUR ELECTED OFFICIALS:

We stand in solidarity with all the families who have lost their loved ones to police brutality. As your constituents and representatives of our community, we demand the following:

--- Justice for all victims who have lost their lives to police brutality and misconduct.
--- For California Attorney General Xavier Becerra to charge Officers Terrence Mercadel and Jared Robinet with the killing of Stephon Clark.
--- Hiring of law enforcement officers from the communities they serve, while simultaneously decreasing disproportionate-policing in communities of color.
--- Expanding resources for the Sacramento Mobile Crisis Response Team, which includes a police officer, mental health counselor, and peer case manager trained in responding to mental health crises. These teams emphasize de-escalation of crises, building trust between law enforcement and community members, and linkage to ongoing resources.
--- Mandatory training for all law enforcement officers to explicitly address implicit bias, mental health, and de-escalation.
--- Substantial legislation requiring greater access to non-lethal interventions and only using lethal force options when absolutely necessary as a last resort. Full transparency and accountability, such as external investigations, when law enforcement fails to protect and serve.
--- Increased resources to address racial inequities related to housing, employment, education, and health, especially mental health

TO OUR HEALTHCARE INSTITUTIONS:

We cannot ignore the lifelong impact of trauma on our communities. We know community violence is a major public health issue and can significantly harm a child’s development. Many studies show a relationship between community violence and anxiety, depression, aggressive behavior, substance use, school disengagement, and academic failure. We know that violence and trauma disproportionately occur in communities of color [3]. We have also seen the dose response relationship between adverse childhood experiences (ACE) and ischemic heart disease, cancer, substance use, depression, and suicide [4] [5]. To address community trauma and violence, it is critical to mobilize health and mental health resources, build partnerships with the community, and perform root cause analyses. We demand the following from our healthcare institutions:


--- Partner with community stakeholders, interfaith leaders, and schools to create and facilitate healing spaces in which mental health providers can interact with community members in the aftermath of traumatic events. Maintain these partnerships with community organizations to sustain relationships and promote collaboration to address the daily trauma experienced by communities of color.
--- Require training on cultural humility, structural racism, implicit bias, social determinants of health, and trauma-informed care to medical students, residents, and healthcare providers to address the detrimental impact of internalized racism on health outcomes.
--- Establishing frequent third party review of institutional protocols, EMRs, and practices to identify and address systemic biases.
--Hiring healthcare and administrative providers who reflect the diversity of the communities they serve.
-- Addition of an ACE score to patient EMR’s to be used at the individual and aggregated level to improve quality of care and resource access for high-scoring patients and demographic groups.
