The Arizona Department of Health Services' Cottage Food Program allows individuals to make homemade food products that are neither potentially hazardous nor Time or Temperature Controlled for Safety (TCS), and offer them for commercial sale.
ADHS is dedicated to empowering entrepreneurs by providing them educational resources and certifying them to sell their foods, while also protecting the health and safety of all Arizonans.

If you have encountered a homemade food preparer who is potentially violating Arizona Cottage Food laws, please complete this form and all its fields.

Complaints are investigated in collaboration with county health departments and complaint investigation times may vary. If any additional information is needed, the appropriate agency will reach out to you at the contact information provided.
