Vision
Boys and Men of Color, empowered to succeed in school and career, strengthen the Central Arkansas community.

Description of BMOST
The Boys and Men Opportunity Success Team (BMOST) is a collaborative network of organizations and institutions from the private, public, and philanthropic sectors that are creating a Better Now for boys and men of color in Central Arkansas. The BMOST Consortium is a strategic, well-funded, locally sustainable system to improve education and career opportunities for boys and men of color in Central Arkansas.

Agreement Purpose
This agreement provides a common understanding for all signatories of the goals of BMOST, its governance structure, commitments of Partners, and terms of partnership.

Goals
- Partners have the capacity to improve education and career opportunities for boys and men of color in Central Arkansas
- Resources are provided to support Partners and BMOST as a whole in realizing a shared vision
- The narrative around boys and men of color in Central Arkansas celebrates their inarguable value to the success of the community
- Coordinate advocacy-oriented action directed at positive systems and policy changes that improve educational and career outcomes for boys and men of color

Governance
Major decisions concerning the BMOST Consortium shall be made by the simple majority of the appointed Leadership Team. Leadership Team members are self-nominated annually and selected based on criteria that ensure the Leadership Team is representative of the community BMOST serves. Each BMOST Leadership Team member, in good standing, will have one vote.

The BMOST Leadership Team will engage and inform all BMOST partners as part of the decision-making process. As a whole, BMOST Partners maintain the overall responsibility to nurture and sustain BMOST, and the Leadership Team is held accountable for making decisions that reflect the will of all Partners.

Benefits to Partners
Signatories of this Partnership Agreement will be considered Partners of BMOST. In support of Partners, BMOST will:
- Foster a community of learning and mutual support
- Provide capacity-building opportunities related to organizational management, sustainability, youth engagement and support, and advocacy
- Provide opportunities to increase resources for Partner organizations to implement strategies aligned with the vision and goals of the Consortium
- Promote Partner-led events that are aligned with the vision and goals of the Consortium
- Coordinate opportunities for action and policy change that improve education and career opportunities for boys and men of color

Partner Responsibilities
BMOST Partners are expected to:

- Understand and acknowledge the vision and goals of BMOST
- Provide expertise in one or more areas critical to BMOST’s collective ability to realize its vision and achieve its goals
- Share knowledge and data, when available, with other BMOST Partners and participate in the common assessment strategies of BMOST
- Contribute to long-term systemic change by engaging other BMOST Partners and the Central Arkansas community in discussions related to best practices, promising innovations, and opportunities to create a Better Now for boys and men of color
- Build awareness and support for BMOST and of impediments to systemic change among community leaders, students, families, educators, business leaders, and policymakers in Arkansas
- Promote programs and activities that are part of BMOST’s annual work plans
- Align existing programs and services with BMOST’s strategies when possible
- Support meeting the administrative needs of BMOST
- Provide volunteers to support BMOST’s collective actions

Terms of Membership

- Recognition of Partnership – An applying organization shall not be recognized as a Partner of the BMOST Consortium until the completed application has been reviewed by the Leadership Team and both parties have signed and dated below
- Participation in the Consortium – Partnership requires the signatory to appear during monthly Partner Meetings; should the Partner be unable to attend one of these meetings, BMOST anticipates a representative to be sent who is able to report on accomplishments and lessons learned on behalf of the Partner and inform the absent Partner on meeting outcomes
- Expansion of Partnership – Any eligible entity may become a Partner at any time with approval of the BMOST Leadership Team; eligible entities include:
+ Nonprofit/community organizations
+ Regional agencies
+ Businesses and business groups
+ Education institutions
+ Labor organizations
+ Philanthropic entities
+ Individuals
- Termination of Partnership Agreement – Any Partner may, at any time, provide written notice to the BMOST Leadership Team of intent to leave the Consortium, the BMOST Leadership Team reserves the right to dissolve or terminate partner's partnership agreement within the Consortium.
- Changes to Partnership Terms – The BMOST Leadership Team may, in consultation with BMOST Partners, elect to change the terms of membership at any time by providing written notification of any changes to BMOST Partners
