3. Transparency and accountability are crucial to good public policy, especially when it comes to the spending of very scarce job creation dollars. When public dollars are doled out for the purpose of job creation, either through the tax code or direct subsidies, the only way to assure that this public goal is achieved is clear standards, transparency, and accountability. Do you support requiring all municipal tax and direct expenditures which have the purpose of jobs creation meet the following principles:
(1) All job creation programs or tax policies should include specific benchmarks and tracking for number of jobs created or retained. (2) All job creation and retention programs or tax policies should have the goal of creating family sustaining jobs, and should include measurable benchmarks on job quality. (3) Recipients of economic subsidies or tax breaks aimed at job creation or retention who do not meet these benchmarks should be required to return the money. (4) Each job creation or retention program or tax policy should include clear benchmarks for creating jobs in the most economically distressed areas, with clear tracking and accountability for creating family sustaining jobs in the areas most in need.
