To encourage more civic involvement through a basic understanding of City services, the City of Bloomington, Department of Housing and Neighborhood Development (HAND) developed the Residents Academy.
The Academy is a ten-week program that provides participants with an interactive learning experience focused on City services, programs, and responsibilities.
Through sessions with various City Departments, participants will learn about the challenges faced by City government as it balances budget limitations with community goals and service needs. Sessions will also cover topics such as day-to-day operations, the structure and function of City departments, the role of City Council, resident involvement in boards and commissions, innovative approaches to problem solving, and goals for the future.
Please note, submitting this application does not automatically enroll you in the Residents Academy class. Preference will be given to individuals who reside within the Bloomington city limits.

The Application window for the 2025 Academy is now closed. Applications submitted at this time will be considered for the 2026 Residents Academy.
