Is this proposal for a Research project or a Testing/Service agreement?

A Research proposal is an agreement to conduct a specific project aimed at generating new knowledge, scholarly findings, or advancing a field. It focuses on exploration and discovery, often involving an element of uncertainty or hypothesis testing. It has a formal, carefully defined research project with a statement of work, budget, and period of performance. MTU typically retains ownership of the IP developed by our researchers, though the sponsor often receives an option to negotiate a license for commercial use. Research projects aim to create general knowledge that advances the public good and academic scholarship. Typically, researchers retain the right to publish the results of the research.

A Service Agreement is for routine testing, standard data analysis, technical consulting, performing a pre-defined set of tasks, or generating a factual report and is typically through industry sponsors. The Sponsor will typically own the deliverable and any resulting IP --  the university is essentially acting as a vendor. Typically, researchers do not retain publishing rights.
