We live in an anti-family world that unnecessarily separates families and stigmatizes parents. Yes, children need to be protected from abuse and neglect. But the potential risks need to be properly balanced against the incredible and often irreparable harm family separation inflicts upon children. It is a grave misconception that all parents who have lost custody due to child protection or family court cases abused or neglected their children.

Countless California children are being deprived of visitation with noncustodial parents due to COVID-19 shutdown orders.The deterioration of the parent-child bond can be an insurmountable barrier to reunification. Moreover, many of these are in low-risk cases without aggravated circumstances and in which previous safety concerns have been eliminated.

We are requesting that children are either reunified or released to be quarantined with noncustodial parents and/or extended family members in cases where it is safe to do so. We request that child protection and family court cases are reviewed to identify such cases and that courts accept Ex Parte motions for children to be quarantined with noncustodial parents in low-risk cases.
