Colorado BlueFlower Fund 2017 Application for Endorsement/Funding
Dear Candidate,

BlueFlower Fund is a small donor committee founded in 2005 to support pro-choice progressive Democratic women candidates in their pursuit of local and state office. By combining $50 checks from like-minded supporters, the BlueFlower Fund can strategically target key local races.

Since our inception, we have distributed nearly $120,000 to top candidates across the state. For more information on candidates we have endorsed and funded, visit www.coloradoblueflowerfund.org.

BlueFlower Fund invites you to be considered for our endorsement and funding by filling out the attached application. Your responses are our best way of learning about you and your commitment to pro-choice ideals as well as providing us with information with respect to your campaign that is critical to our decision-making process.

Included in the application is a candidate Letter of Agreement, which details the relationship and expectations between BlueFlower Fund and the candidates we support. Please review this agreement and provide your electronic signature and submit it with your application.

Notes About Applying
Please note that BlueFlower Fund supports female, Democratic, pro-choice candidates running for local or state office ONLY. First, the candidate committee will determine whether an applicant is eligible to receive funding based upon four threshold criteria--whether the candidate is: (1) Female; (2) a registered Democrat; (3) who is pro-choice; and (4) running for local or state office. Second, qualities considered for selection include viability, competitiveness of the contest, and other factors that may be considered on a case-by-case basis. If you do not meet all four of these threshold criteria, your application will not be considered. Your application will be considered if you meet these criteria and may be deferred or declined for funding or endorsement based on your responses and variables present in your particular race.

We understand that you have limited time as a candidate for office, and we appreciate candidates who take the time to consider our questionnaire thoroughly. We also understand that your campaign strategy is critical to your success; it will be kept confidential and will be used for BlueFlower’s funding decisions only.

Wade, that the constitutional right to privacy extends to a woman’s decision to have an abortion, and opposes any legislative or regulatory efforts to infringe on that right to privacy, such as by authorizing access to patients’ medical records without the express consent of the affected patients.

BlueFlower Fund trusts pregnant individuals to make personal, private decisions about pregnancy and abortion in consultation with their health care providers, families, and other support systems. As such, BlueFlower opposes any legislative or regulatory effort requiring any pregnant person seeking abortion to meet certain conditions, such as providing proof of rape, incest, or a pregnancy-related threat to the individual’s health or life; or obtaining prior consent from or notifying a parent, guardian, spouse or partner or gamete contributor.

BlueFlower Fund trusts the training and standards of care followed by licensed health care professionals to educate patients and provide medical care within their scope of practice when advising each pregnant person of health care options appropriate to her unique circumstances. As such, BlueFlower opposes any legislation or regulation that inappropriately inserts the state into the practice of medicine. Some of these regulations or restrictions may include, but are not limited to, the following examples: *Mandating medically unnecessary procedures, such as ultrasounds, or the delivery of scientifically and/or medically inaccurate information; *Prohibiting FDA-approved medical or surgical procedures; *Restricting health care facilities, educational institutions, or other institutions that receive public funding from teaching about, providing, or referring for abortion or contraception.

As such, BlueFlower Fund opposes legislative or regulatory efforts that restrict access to abortion, including but not limited to: waiting periods; restricting certain trained health care professionals from providing abortion services; requiring a concurring opinion from a second licensed health care professional; or requiring facilities where abortions are performed to meet certain building, zoning, or other medically unnecessary regulations.

Categories for scoring include stance on various aspects of issues of choice, fundraising plan and success, district competitiveness, campaign strategy, materials and overall impression of candidate. Candidate Letter of Agreement with BlueFlower Fund
BlueFlower Fund anticipates a close and mutually supportive relationship with you and your campaign staff. The purpose of this letter of agreement is to outline expectations and respective obligations.

I. During the Campaign
Following our decision to provide you with campaign funds, we will inform our members and the public of our funding decisions. Expect to see your name on our website and possibly in other materials.

During the campaign, we ask you to fulfill the following obligations.

1. Keep BlueFlower Fund closely informed of the progress of your campaign. Our members and others will look to us for information about your race since you will be one of very few BlueFlower Fund endorsed candidates. Our ability to answer knowledgeably and with enthusiasm is predicated on having up-to-date information. This information should include newspaper clippings, media spots, updated fundraising and budgeting plans, polling data, and any other information you routinely send to PACs and other friendly organizations. Of course, we fully appreciate the political need for confidentiality, and therefore we will protect confidential information.

2. Provide BlueFlower Fund with the name of a permanent contact person for your campaign and the name of your permanent record-keeper. Please provide that information in the space provided at the bottom of this agreement.

3. If requested, make no more than two public appearances for BlueFlower Fund during the campaign. Every effort will be made to arrange events that do not conflict with your campaign needs. We fully recognize your need to be in your district at key times.

4. Agree not to announce or refer to the fact that you have been endorsed by BlueFlower Fund until we have jointly agreed upon how the announcement of your endorsement will be made. Failure to adhere to this section of the agreement will force us to reply, when contacted by the media, that you are not being endorsed at this time.

II. After the Campaign
BlueFlower Fund’s role in supporting pro-choice, Democratic women will continue beyond the current campaign season. Therefore, when we donate to your campaign and recommend your candidacy to our members, you agree to the following conditions after your campaign to enable us to build the strongest donor network for future election cycles.

Agree to solicit your contributors up to four times for BlueFlower Fund membership or events.

If requested, agree to make at least two public appearances for BlueFlower Fund in the 24 months immediately following Election Day of the year you are running for office.
