The Government of Canada regulates the use, production, and storage of certain chemical and nuclear materials. While exemptions for research and scientific purposes exist, some materials may require a permit, license, or annual reporting to the government.
Health, Safety and Environment (HSE), on behalf of the U of A, collects and reports on these materials. This allows for a single report for all university labs and reduces the administrative burden on each lab.
There are currently four separate requirements for chemical and nuclear materials:
1. Canadian Nuclear Safety Commission (CNSC) Safeguard Declaration
2. The Chemical Weapons Convention (CWC)
3. The Prohibition of Certain Toxic Substances through Environment and Climate Change Canada (ECCC)
4. The Prohibition of and Products Containing Asbestos Regulations
Anyone working with, producing, or storing materials covered by any of these regulations (including certain nuclear substances, chemicals, and asbestos-based products) must complete this declaration by February 3, 2023. To find out if this applies to you, complete the form or visit
