New Rochelle residents and property owners are eligible for a library card. If you do not live in Westchester, but attend a New Rochelle school or are employed by a New Rochelle business, you are eligible to apply for a New Rochelle Public Library card. Westchester residents not living in New Rochelle should apply for a library card at their local library. Children 5 and over may apply for their own library card with their parent present.
After you complete this form and your application is processed, you will be notified via phone when your card is ready to pick up. Proof of current New Rochelle residency is required at the time of pick up.
Please note this application is for New Library Cards Only, not renewals.
Proof of Residency
Residents must provide a photo ID such as a Driver’s license, New York State ID, Passport, or ID from a consulate or embassy.
In addition to photo ID we will also accept a bank statement, property tax bill, utility bill, lease document or mail sent to your current New Rochelle address if it is not on your photo ID document.
If you work in New Rochelle please provide documentation such as a letter from your employer or pay stub. Students in college may provide their photo ID and current school schedule.
Students in middle school and high school may use a current school schedule or school ID as proof of residency. Parent proof of residency is required for a card issued to a child.
Digital Documents are also accepted.
Please bring your proof of current New Rochelle residency (as detailed above) to the Library's Circulation/Registration Desk at the Main Library (1 Library Plaza) when you pick up your card.
A non-resident card is issued by the Westchester Library System for an annual fee of $75.00 for anyone not covered above by the above options.
