Chronic Absenteeism - Resuming Full Definition

During the pandemic, the definition of chronic absenteeism for the purpose of ESSA identification was modified to remove excused absences from the calculation. In other words, the calculation was based on unexcused absences only. Now that the pandemic is over, the proposal is to resume using the technical definition of chronic absenteeism which includes both excused and unexcused. To what degree do you agree with this proposal.
