The Manila Principles will be a best practices framework and set of baseline safeguards for regulators and intermediaries to consider when developing, adopting, and reviewing legislation, policies and practices that extend liability to intermediaries for online third party content. Their objective is to promote the development of more principled, interoperable, and harmonized liability regimes that can promote users' rights and innovation.

A two day event is to be held on 22-23 March 2015 in Manila, Philippines, as a special satellite event of RightsCon Southeast Asia. Participants from around the world who attend this event will be responsible for finalising the text of the principles, concluding a drafting process that is currently in progress online. The meeting will also provide an open space for the exchange of research, best practice and advocacy strategies around intermediary liability issues.
