The UN Fourth International Conference on Financing for Development (FfD4) takes place in Sevilla, Spain from 30 June - 3 July 2025 at a critical time for the global community to reset how financial systems address poverty, inequality, and climate change, ultimately ensuring intergenerational fairness between current generations and those yet to be born. Future generations will inherit the long-term consequences of today’s financial decisions. Today's young people, who will be held accountable by future generations as their direct ancestors, have a crucial role as observers and shapers of the transformation of these frameworks, including through their active participation in the governance mechanisms behind their implementation.
Young people have been involved in the FfD process since the inception of the Addis Ababa Action Agenda in 2015; more recently in the lead-up to the FfD4 Conference, youth constituency participated at all the 4 prep-coms (July & December 2024, February & April 2025) Multi-Stakeholder Hearing (November 2024) and produced various substantive positions. Additionally, youth constituencies and organisations alongside the UN system convened the plenary session on the FfD at the 2025 ECOSOC Youth Forum. In June 2024,
This one-day Global Youth-led Conference on Financing for Development, held immediately before FfD4, builds on these efforts and aims to amplify youth voices around the Financing for Development process, further strengthening a long-term movement of young advocates capable of holding decision-makers accountable and shaping an intergenerationally fair financial future. The conference will combine policy engagement through structured futures-oriented conversations aligned on empowering participants to share their youth-led policy positions, co-create future scenarios, define policy asks, and build strategic coalitions that ensure the outcomes of FfD4, as well as its implementation, are intergenerationally fair and future-proof.
In the run-up to the conference, an open, youth-led drafting process—facilitated by the UN Major Group for Children and Youth (MGCY) - Financing for Development Youth Constituency will produce a Global Youth Policy Paper for FfD4. The draft brief will gather inputs from diverse young people worldwide, which will be finalized during the Global Youth-led Conference on Financing for Development, positioning it for delivery to governments and other stakeholders at FfD4 itself.
