1. Rule Change Suggestions

By any 4-H member, parent, or volunteer. Notification to Extension Educator or member of 4H Council.
Timing: Anytime during fair or at fair evaluation, no later August 31st.
2. Rules Change Discussion
- First discussion is within species leaders/building project leaders to see if there are other impacts to consider.
3. Super Meeting
- Livestock Leaders Meeting, Memorial Building Leaders Meeting.
Timing: Month of October (separate nights)
Goal: Larger discussion of Solutions/Rule Changes to see if there are other effects that need to be considered. Evaluate if it would accomplish its intended task & effectiveness.
4. Rule Change Presentations to 4-H Council
- Proposals would be presented in person & then communicate to Extension Office. If Council member is a livestock/project leader of the proposal they would not be able to vote.
Timing: Month of November
Rule changes would happen once a year at a council meeting in November. As outlined above, anyone can
suggest a rule change at any given time to our leaders. However, if a parent, volunteer, or youth feels strongly
about their rule change they may also attend the meeting and present their rule changes, but the council
again gets the final say and can ask the supers/livestock leaders for their input.
This process will help eliminate rule changes throughout the year causing stress, confusion, and inconsistency
in the office, among other 4-H volunteers, 4-H families, and at the fair. It will allow for a clearer hierarchy of 4-H leaders, rules and processes. Finally, it also takes the pressure off single individuals to make changes.
