Bill Submission *
Bills can be submitted to the House be used to change any part of Boy's State government. You can create programs, create laws, change rules, or create policies, etc. etc. 

Bills should contain at least 3 parts:
1. Title
(Optional: Preamble - Factual Summary/Explanation)
2. Factual Description of what the bill will do/change 
-This can be split into multiple sections
-This section can include definitions of terms that could be misconstrued 
3. How and when it will be implemented
