Georgia Denies Entry to International Scholar
On 26th April 2022, the British Citizen and social anthropologist Aida Balafkan was denied entry to the Republic of Georgia and immediately deported to Great Britain, via Munich, without being given any reason. She was travelling with her spouse, the social anthropologist Dr. Stefan Williamson Fa, also a British citizen, who was allowed to enter Georgia without any problem.
Aida has previously visited Georgia without any problems and has dedicated her PhD studies to researching the traditions of textile weaving in the country. She was not interviewed nor asked to provide evidence of her travel plans. She was not questioned about any plans for research and neither were any documents checked in this regard, although Prof. Tamta Khalvashi from the Ilia State University had provided her with an ethical clearance for her research endeavour in southeast Georgia.
The Georgian authorities did not give Aida any explanation for denying her entry nor for her immediate deportation. Once seated on the plane back to Munich her passport was returned to her with a document which listed “other” as the only reason for denial of entry. Her treatment by the border guards was rude, intimidating, and dehumanising, she was denied any means of communication with her husband and was not allowed to speak to the British Embassy in Tbilisi.
It appears that Aida was deported solely on the basis of her ethnic background and suspicion towards her place of birth. This represents a violation of international legal norms and procedures that the Republic of Georgia has subscribed to. Furthermore, it also now calls into question whether Georgia is a safe place for the international scholarly community not only with respect to carrying out research there, but also with regards to hosting international conferences and other forms of academic exchange that are so important for Georgian society and academia at large.
The wider implications of this humiliating treatment far exceed the immediate, individual consequences for Aida who currently has no desire to return to Georgia given her treatment. The incident also seriously puts into question an international conference, co-hosted by Lund University in Sweden, scheduled for October 2022 at the Ilia State University, as there would be delegates from different countries from different ethnic and religious backgrounds. Without any credible reassurance that what happened to Aida cannot be repeated – a reassurance that looks rather unlikely in the given situation – the participants of the conference cannot be exposed to such risks and thus, the conference will have to be cancelled or moved to another safer location.
The increasing number of cases of racial profiling and arbitrary denial of entry to Georgia shows a complete disregard for the country’s own visa policies and entry regulations, thereby putting travellers of all nationalities seeking to enter the country at risk. The same problem of potential deportation also applies to other students and scholars from Iranian and other backgrounds who visit Georgia e.g. in the framework of the Erasmus Exchange Program, which fundamentally undermines the running of such international programs. This is a serious blow to the Georgian scholarly community as well as to Georgian Studies at large. We thus appeal to the political authorities, especially within the Georgian Ministry of Internal Affairs, to a) explain this incident and, b) take any steps possible to prevent such deportations in the future.
