By submitting this form as a Beneficiary you register your interest in finding a sponsor IN CONNECTICUT USA ONLY through the Uniting for Ukraine (U4U) program via the public service partnership set up between the Honorary Consulate of Romania to Connecticut, USA (the "Consulate") and the Immigration Practice Area of the Murtha Cullina LLP law firm (the "Law Firm"). Please note that this form is not an official form for the U4U program but a pre-screening tool that our volunteer legal & logistical teams at the Consulate and the Law Firm can use to facilitate beneficiary-sponsor matches as a public service to US sponsors and Ukrainians who reached out to us requesting such matches.

WE PROVIDE FREE MATERIALS ON THE U4U PROGRM AND DO THIS MATCHING AS A PUBLIC SERVICE WITH VOLUNTEER/ PRO BONO LABOR IN THE SPIRIT OF SOLIDARITY WITH UKRAINE .  SHOULD YOU REQUIRE SERVICES OF ANY KIND ABOVE AND BEYOND WHAT IS PROVIDED HERE FOR FREE, YOU SHOULD MAKE ARRANGEMENTS TO RETAIN THEM AT YOUR EXPENSE.

Ukrainian residents who are welcomed through the U4U sponsorship initiative will not be resettled through the refugee program OR ANY GOVERNMENTAL PROGRAM. They are instead granted a humanitarian parole BASED SOLELY ON SPONSOR'S INDIVIDUAL SPONSORSHIP, allowing them to live - and upon applying for work permit, to work - in the U.S. for up to 2 years. The individual who is paroled into the US is known as a ‘‘parolee’’. This parole does NOT make one automatically eligible for refugee/ asylee or permanent U.S. status and parolee would have to consult with a licensed immigration attorney to determine how to secure such permanent legal status if desired.

Both sponsor and each beneficiary fill out our pre-screening form.  We will try our best to match according to your collective requirements, taking into consideration number of people who could be hosted, genders, ages, schooling options for children, etc.  We then notify the sponsor about the match and offer them the opportunity to speak directly to the beneficiaries in order for them to navigate personality fit directly and address any common questions and concerns.  

Once sponsor and beneficiary confirm they agree to go forward with the match, sponsor fills out form I-134 FOR EACH INDIVIDUAL BENEFICIARY, EVEN IF FROM THE SAME FAMILY, with USCIS online via a MyUSCIS account (preferred to the paper filing because it is faster): https://www.uscis.gov/i-134, providing evidence of financial viability as outlined in the instructions to form I-134: https://www.uscis.gov/sites/default/files/document/forms/i-134instr.pdf.  

Form I-134, Declaration of Financial Support, requires information from both the sponsor and the beneficiary and we will be having such information available to the sponsor via beneficiary responses to our pre-screening forms.  

There is no application fee for individuals applying for this program.  

BENEFICIARIES of the Uniting for Ukraine program will need to:
Have resided in Ukraine as of February 11, 2022 and be displaced as a result of the war
Have a valid Ukrainian passport, or be included on a parent's passport
Complete vaccinations and other public health requirements
Submit to biometrics collection, biographic screening, and security vetting
Have a sponsor in the U.S. whose Form I-134 Affidavit of Support has been approved by USCIS.

Children under 18:
- must be traveling with a parent/ legal guardian) who resided in Ukraine prior to Russian invasion (through February 11, 2022) and were displaced as a result of the invasion
- who cannot travel with a parent to the US for this program but are coming to the US to meet a parent/ legal guardian may instead seek parole through a separate I-131 parole process

The I-131 parole process MAY NOT BE USED by prospective adoptive parents or to circumvent normal adoption processes.

THE PROCESS
Once the U.S. Sponsor has demonstrated sufficient financial support and has passed background/ security checks and their I-134 is approved, the Ukrainian Beneficiary will receive an email from USCIS on how to create an account with https://my.uscis.gov/ and instructions on next steps.

The U.S. Sponsors should receive notice of I-134 approval as regular mail in approximate 1-2 weeks while beneficiaries will receive updates via email.

After I-134 sponsor approval, USCIS notifies the Beneficiary directly and gives them instructions for the medical tests and anything else they must still satisfy in order to receive the U.S. Travel Authorization.  It is at this time that USCIS runs background and security checks on each beneficiary.

Ukrainian citizens will need to meet other CDC travel requirements, including pre-departure testing for COVID-19.

The Beneficiary will be authorized to travel to the United States to seek parole; this authorization is valid for 90 days and Ukrainians are responsible for securing their own travel via air to the US, unless US sponsor informally agrees to cover it.

After receiving the U.S. Travel Authorization and making the travel arrangements, the beneficiaries will be able to notify their sponsors about the details of their arrival in the USA.

Once Ukrainian beneficiaries are paroled into the United States, they will be eligible to apply for discretionary employment authorization (the right to work in the US) from USCIS, a process that may take 3+ months for USCIS to approve.

Connecticut sponsors want to be your sponsors in the true sense of the word: they want to not only sign papers for you, but help you launch your new life in Connecticut, USA, the wealthiest state in the USA as GDP/ capita, give you free housing at the beginning, help you find jobs, English classes if needed, bring you to Ukrainian community gatherings as well as integrate you in their American communities, and in general maintain a relationship with you, maybe even a friendship for a long time.  Please do not use them just for signing papers if you have no intent to honor their generosity by actually coming to live with them in CT.  They do not want to just sign papers for someone who will never come to Connecticut but wants to go somewhere else in the USA - such would be fraudulent or close to fraudulent.  Be honest with your sponsors and keep your promises.  If you do not want the whole help package, do not complete this form.  While you are not obligated to stay with your sponsor for any particular period of time, we hope you consider staying with your sponsor at least until you become self-sufficient and get a job - this is also the intent of the U4U Parole Program where US government wants to know that a US person is helping you succeed in your new life.  If you have a life dream of being somewhere else other than CT, please do not bother CT sponsors who cannot help you outside CT; rather, look for a sponsor in that other place (although you should know that successful life in the US is because of people who can help you and not because of the place you choose).
