In June 2020, IOE management announced that it was pulling out of Teach First, School Direct (salaried route) and SCITT programmes. They did this without consulting the union or affected staff.

This has created huge anxiety for Initial Teaching Education (ITE) staff who are potentially at a risk of having to move to another university or be made redundant. With the Teach First contract due to expire in June (and the others soon after), there are still far too many unanswered questions about how this process is going to be managed and who is likely to be affected.

The vast majority of ITE staff work across many ITE programme pathways. It would be hugely unfair therefore to discriminate against anyone who just happened to be working on one of the discontinued pathways when the carousel stops at a particular date.

Such a move would also have significant diversity implications, as there are a disproportionate number of Black and Asian staff working on these programmes.

IOE and UCL are not under financial pressure and UCL is forecasting a £27 million surplus this year, following a £100 million surplus last year and has financial reserves of £1.4 billion. Student numbers have grown year on year and there is no reason to expect this will not continue creating even more workload pressure on staff.

Managers have repeatedly said that they value how hard staff are working and we know that ever growing workloads have been a huge problem in the IOE for many years. The changes to the ITE programme pathways therefore provide an ideal opportunity for IOE management to show that it really does care about staff by protecting those currently employed here and reducing excessive workloads.

The simplest solution therefore is for IOE to make a public commitment now to keeping all current ITE staff at the IOE. Senior managers could then work efficiently with all staff and UCU to put this into effect in a fair way, whether through redeployment or other processes.

This would not be difficult. After all, ITE staff have been moving across programme pathways for many years already.
