This form should be completed when an employee is finishing their first performance year and there is a gap period before the EPA-1 begins on January 1st of the next performance year. Gap period EPAs are optional; however, an agency may request an EPA to cover this period as a performance management tool, from the employee's position start date anniversary extending through December 31st of the current performance year.
This evaluation is intended solely for performance management and cannot be used as a full-performance year evaluation for the purpose of discretionary increases.
