There are two categories of members:  

Member—any person residing in Washington or any entity operating in the FLAG (Franklin, Lincoln, Adams, and Grant) counties with an interest in Group A and B water systems.

Associate Member—any state or federal elected official, agency, department, or staff person representing such.​

Each qualified Member is entitled to one vote per matter brought before the membership, including board elections. Associate Members are non-voting.
