A bill to add equitable education funding was recently passed by the state legislature, however the Governor is considering vetoing the bill due to the cost. The Governor said they will make their decision in 7 days.
Your team has come up with two possible plans.
Option 1: Focus pressure on secondary targets
-(Pressure on secondary targets) Identifies allies of the Governor to put public pressure on (e.g., donors, other legislators the Governor gets support from who are up for election this year, and cabinet members).
-(Backwards planning) Creates a list of tactics and TODOs (e.g., starting with decision day, then the day before, etc. until the present day).
-(Map of Actors - supporters) Organize community members (e.g., students, parents, PTA, and those concerned about education) and sway-able/neutral groups (e.g., civic associations, civil rights groups, etc.).
Option 2: Focus pressure on the Governor
-(Direct pressure on the Governor) Focuses attention on the Governor through digital and print tactics (e.g., social media, newspapers, texting, etc.)
-(Messaging) Your team creates some sticky slogans and messages that will gain attention from the community (e.g., through social media, texts, and physical graphics).
-(Communications-based tactics) Create petitions, letter campaigns, and social media posts that all put visible and direct pressure on the campaign to sign the bill into law.
Which one of the above options do you think is effective?
