California Department of Education - Program Income for 21st Century Community Learning Centers grantees
The California Department of Education (CDE) is collecting data from 21st Century Community Learning Centers (21st CCLC) grantees (referred to as sub recipients in the statute) to seek approval from the U.S. Department of Education (DE) on behalf of California’s 21st CCLC grantees to charge fees, such as registration, without the harm of having their grant reduced. This exercise will allow the Expanded Learning Division to use this data to request approval of these fees from the DE.

The federal code of regulations (CFR) governs the use of federal funds that support a variety of program activities. 2 CFR 200.307(b) requires written approval from the DE prior to programs charging a fee for services. According to the statute, programs that charge fees without approval will receive a reduction in the award amount commensurate to the amount of the fees collected.

For clarity, non-Federal entities are encouraged to earn income to defray program costs where appropriate. A simple definition of sub-recipient program income is revenue generated as a direct result of the Federal award that are in addition to the Federal funds provided by the State through the competitive application process. The Uniform Guidance 2 CFR 200.307 (e) governs the use of this program income.
