Many years ago, basic literacy (reading and writing) was all that was needed to be a fully functional citizen and teaching basic literacy is the education system's job.

However, these days with technological advancement and jobs changing focus from factory style of work to knowledge and creative work with an internet knowledgebase and global communication ability, the basic literacy is not enough.
