The REthinkWASTE projectis funded by the LIFE programme of EU. The project's main objective is to rethink municipal tariff systems and to improve the urban waste governance through an innovative model based on PAYT + KAYT approach
Capacity Building Activities
General goal of this phase of the project is to mainstream the REthinkWASTE paradigm based on a modular and flexible approach of KAYT / PAYT / traditional taxes across a large target group of local public administrations and other governance bodies that are still using the "traditional" fixed fares with the ultimate goal of sparking a transition to a variable waste tariff approach (PAYT) within city council waste regulations. Specifically, on the basis of a common operative strategy designed at the partnership level, the scope is to enable 50 municipalities across the EU with customable strategies, service schemes, business plans to provoke a mind-set change in public authority leaders and overcome all knowledge gaps that are still hampering the diffusion of a dynamic/variable tariff system (PAYT) integrated by pioneering suasion-approach (KAYT). As a result, this action endows a large pool of new public authorities with a robust and technically-sounding scheme based on PAYT and KAYT paradigm to increase separate collection of waste. reduce residual waste per capita and increase the effective recovery rate whilst simultaneously making the household waste tax more equitable.
Capacity Building Training Structure
As previously explained, these trainings are primarily targeting local and regional authorities including waste management authorities and their operators, contractors or intercommunal companies. The trainings are imagined to be composed of three sessions - (1) tools resulting from the REthinkWASTE project, namely the Decisions Support System and the accompanying self-assessment tool, (2) one or more modules such as awareness raising measures, technological and technical requirements, privacy management, optimal business plan, green public procurement and management and normative criteria - focus to be determined on interested partier preferences and priorities and (3) a tailored session based on specific requirements and wishes of the training participants. 5 such trainings are planned for the period April - September 2022 across Europe. The exact locations will be determined on the number of interested participants and their geographical location.
