Keep in mind that the tiers are either an Unlikely Victory, a Draw, or a Likely Victory versus Scramble RT Luke Cage, or Scramble Luke Cage with the submitted Devil Fruit getting a Draw or Likely Victory against Scramble Luke Cage with bullet speed shockwave punches. Check the signup form for RTs and the FAQ for how these tier measurements work.

This form will stay open until a day or two before Tribunal begins, at which point we'll start looking through the candidates and picking judges. You'll know if you got picked before Tribunal starts.
