The Community Renewables Energy Act of 2012 Letter of Support

Dear Councilmember,

We, the undersigned, urge you to support the Community Renewables Act of 2012.

This bill allows renters, homeowners with shaded roofs, tenants of apartment buildings, and others, to receive the benefits of solar energy by removing some of the remaining regulatory barriers to solar.

It does so by giving utility rate payers access to virtual net-metering. Virtual net-metering permits anyone to subscribe to a solar installation. Once they have done so, the electricity produced by their portion of the solar installation will be credited to their monthly electric bill.

This legislation builds upon DC's trailblazing Clean and Affordable Energy Act of 2008 and is modeled on successful community renewables laws enacted in other cities. It creates opportunities for renters and homeowners unable to install on‐site renewable energy systems to obtain the exact same benefits as solar homes and enables for-profit, non-profit or third-party entities to build, own, and operate community energy generating facilities. The Community Renewables Energy Act also creates an opportunity for participation by low-income utility customers, effectively opening access to the benefits of cheaper, clean electricity production to all rate payers.

Because all utility rate payers support renewable energy programs, they should all have equal opportunities to invest in the renewable energy economy. It is only fair.
