Mula buwan ng Setyembre 2023 hanggang Disyembre 2023, higi’t kumulang sa 24 na mangingisda ang inabandona sa 12 na barko sa Westport, Washington ng walang sapat na komunikasyon mula sa kanilang mga employer, ang McAdams Fish na base sa US at ang Pescadores recruiting agency na base sa Pilipinas. Sila ay ipinagbawal na bumaba dahil wala silang US visa. 

Nakakontrata ang mga mangingisda kila Pescadores na pinangakuan sila ng buwanang sahod at isang cash advance o alote para sa kanilang mga pamilya. Sa halip na makuha ang pinangako, hindi nabayaran ng sahod ang mga mangingisda at hindi natanggap ng kanilang mga pamilya ang buong alote. Sila ay pinagbayad din para sa mga pagkain at kagamitan, kasama na roon ang kanilang krudo, pain, at iba pang mga kagamitan sa pangingisda. Ang mga mangingisda ay nagkaroon ng mga negatibong breakdown sa pasweldo at naibaon sa utang sa Pescadores.

Nabaon sa utang ang mga manggagawa dahil sila ay sapilitang kinaltasan upang pagbayarin sa sariling kagamitan sa pangingisda, krudo para sa mga barko, internet, at bilihin sa pagkain. Ang kanilang pagkautang ay nagpatuloy sa mga buwang sila ay inabandona sa Westport. Habang sila ay nastranded sa barko, ang ilang sa mga mangingisda ay naiwang nagiisa ng ilang buwan at wala rin silang sapat na atensyong medikal para sa kanilang mental at pisikal na kalusugan. Dahil ang mga mangingisda ay ipinagbawal na bumaba mula sa barko, sila ay napiltang manirahan sa madudumi at di maayos na kondisyon sa barko gaya ng kawalan ng maayos na padumihan, sewage o disposal, at panglinis. 

6 sa 24 na mangingisda na inabandona sa Westport, WA ay matapang na piniling umaksyon at lumaban laban sa mga iligal na palakad ng McAdams Fish at Pescadores. Ang mga ahensya ng gobyerno sa US gaya ng Department of Homeland Security ay nagsasagawa ngayon ng imbestigasyon. Ang International Trasnport Workers Federation o ITF ay nagbukas din ng hiwalay na imbestigasyon. Pinangalanan ng mangingisda ang kanilang grupo na “United 6”. 

Magmula nang nagbukas ang mga imbestigasyong ito, nakakahiyang pinagtangkaan at gumawa pa ng mga paraan upang sindakin ng McAdams Fish ang mga mangingisda at ang iba pang mga nagpunta sa kanilang mga lantsa upang imbestigahin ang sitwasyon at ang kanilang mga kondisyon. 

Sinusuportahan namin ang mga demanda ng United 6: 

A. Bayaran ng McAdams at Pescadores ang lahat ng trabaho at labor na ginawa ng mga mangingisda.

B. Imbestigahan ang McAdams at Pescadores at wakasan ang kanilang mapanlinlang na pag-hire at iligal na palakad sa trabaho. 

C. Bigyan ang mga mangingisda ng sapat na dokumentasyon upang makapagtrabaho at masustentuhan ang kanilang mga pamilya o suportahan ang kanilang pag-uwi sa Pilipinas.

D. Protektahan ang iba pang mga manggagawa sa industriya upang hindi ito patuloy na mangyari.

Sinusuportahan din namin ang kanilang mga partikular na demanda:

1) Dapat gawin ng Gobyerno ng Pilipinas ang mga kinakailangang hakbang upang mapaglingkuran ang mga inabandonang Overseas Filipino Workers (OFWs):

- Ang Philippine Consulate General sa San Francisco ay kinakailangang agarang ilabas ang pondo ng Assistance to Nationals fund upang daliang masuportahan ang mga pangangailangan ng mga mangingisda at kanilang mga pamilya, gaya ng pagbigay ng ligtas na pabahay, pagkain, damit, pinansyal na stipend, atbp habang patuloy ang imbestigasyon. Hinihingi rin namin ang proteksyon para sa mga mangingisda at kanilang mga pamilya laban sa retalyasyon. 

- Ang Philippines’ Department of Migrant Workers ay dapat suportahan ang kanilang paguwi sa Pilipinas kung kailangan, imbestigahan at panagutin ang Pescadores Recruiting Company, protektahan ang mga mangingisda mula sa pagiging "blacklisted" sa kanilang industriya, at  bayaran sila ng kanilang nararapat na sahod at bayaran ang lahat ng pinsalang naidulot nito sa kanilang kalusugan ang pangkalahatang kalagayan

2) Dapat imbestigahan ng Gobyerno ng US ang hiring at work practices ng McAdams Fish. Panagutin ang kumpanya na bayaran ang lahat ng backpay sa mga mangingisda at burahin lahat ng “utang” na naipon habang sila ay inabandona sa Westport Marina.

Nais ng United 6 na wala ng iba pang Pilipino at mga manggagawa ang makaranas sa mga di maka-taong pagtrato sa kanila ng kanilang mga employer kung kaya’t sila’y patuloy na lumalaban kasama ng mga kabayan sa komunidad at iba pang mga organisasyon upang makamit ang hustisya.

From September 2023 to December 2023, at least 24 Filipino fishermen were abandoned across 12 boats in Westport, Washington without adequate communication from their employers, US-based McAdams Fish and Philippines-based Pescadores recruiting agency, and were not legally allowed to leave the ships since they were not prepared with U.S. visas.

The Fisherfolks were contracted with Pescadores, who promised a monthly salary and one-time cash advance for their families. Instead, the fisherfolk did not receive the salary and their families were not  given the full advance. They were charged for food and supplies, including the gas, bait, and fishing equipment necessary to complete their jobs. The fishermen are in negative profit, thrown into debt by Pescadores. 

The fishermen accrued debt because they were forced to pay for their own fishing equipment, fuel for the boat, internet, and groceries. The debt continued on during the months that they were abandoned in Westport. While stranded on the ships, some fishermen faced isolation for months and received inadequate medical attention for their mental and physical well-being. Due to being unable to leave the ships, the fishermen also faced unsanitary conditions and were forced to live on the ships without proper sewage, disposal, or cleaning.

Six of the 24 fishermen who were abandoned in Westport, WA bravely chose to take action and fight against the illegal practices of McAdams Fish and Pescadores. US government agencies such as the Department of Homeland Security are conducting interviews to investigate their situation. The International Transport Workers Federation (ITF) has also opened an investigation. These fishermen named themselves the "United 6".

Since the investigation has opened, McAdams Fish has shamefully threatened and tried to intimidate the fishermen and others who are investigating the labor trafficking and the conditions on their boats.

We support the United 6’s demands:

A. For McAdams and Pescadores to compensate for all of the work or labor performed by the fishermen. 

B. To investigate McAdams and Pescadores. End the outright deceitful hiring and illegal work practices of McAdams and Pescadores.​​​​​​

C. Provide them with proper documentation to work and provide for their families or support with repatriation to the Philippines

D. Protect other workers in the industry so that this does not continue to happen to other workers in the future. 

We support their particular demands that:

1) The Philippine Government must take the necessary steps to serve the abandoned Overseas Filipino Workers (OFWs):

- The Philippine Consulate General of San Francisco must release their Assistance for Nationals funds to immediately support the needs of the fishermen, including supplying resources for safe housing, food, and clothing, etc. while the investigation is underway. We also ask protection for the fishermen and their families from any retaliation.

- The Philippines’ Department of Migrant Workers should support their repatriation as necessary, investigate and hold Pescadores recruiting company accountable, protect the fishermen from being "blacklisted" in the industry, pay them their due back wages owed, and pay them for damages caused to their health and overall situation.

2) The US Government must investigate the hiring and work practices of McAdams Fish. Hold them accountable to pay out all backpay to the fishermen and drop all "debt" accrued while they were abandoned at the Westport Marina.

The United 6 do not want other Filipinos and workers to experience the same inhumane treatment from employers, so they continue to fight alongside community members and organizations until they win their demands for justice.
