The Arkansas River Valley Regional Library System (ARVRLS) is committed to providing fair access to information, technology, and community resources. To fulfill this mission, ARVRLS offers free or low-cost library cards to individuals of all ages. This policy outlines the types of cards available, eligibility criteria, documentation requirements, cardholder responsibilities, and procedures for application and use.
Individuals residing outside the ARVRLS service area may obtain a card by paying a one-time fee of $20.
Eligibility
Library cards are available at no cost to:
- Residents of Franklin, Johnson, Logan, or Yell Counties
- Property owners in any of the four counties
- Individuals working in the service area
- Students of any school in the service area, including public, private, homeschooling, universities, etc.
How to ApplyTo obtain a library card, applicants should provide:
- A valid photo ID and proof of current address
- A photo ID with a current address may fulfill both requirements.
- For students, enrollment in a school within the service area qualifies as proof of eligibility.
Library Cards for Minors- Children may receive their own card once they can sign their name.
- The application must be signed by a parent or guardian, either in print or electronically.
- The parent or guardian assumes full responsibility for all borrowed materials, fees, and adherence to library policies on the child’s account.
Cardholder ResponsibilitiesLibrary cardholders agree to:
- Be responsible for all materials borrowed on their account
- Notify the library promptly if a card is lost or stolen
- Report address or contact changes
- Return items on time and pay replacement charges, if applicable
Replacement library cards will be issued free of charge; account verification will be required. Borrowing privileges will be suspended for significant unpaid balances and lost or damaged items.
User Agreement and Delinquency
By accepting a library card, the user agrees to comply with all ARVRLS borrowing policies.
Digital Access
All cardholders in good standing are eligible for digital access, including eBooks, audiobooks, streaming services, and online databases. A library card is considered in good standing if there are no restrictions or blocks at the lending library.
Renewals
- Items may be renewed twice for the same loan period if no holds on the item exist.
- Renewals may be completed in person, by phone, by email, or through the online catalog.
Usage Restrictions
- Library cards should be presented to check out materials. Digital library cards are acceptable.
- New cardholders may borrow up to 2 items on their first checkout.
