Minnesota Shelter Emergency Staffing Pool - Organization Application
The Minnesota Shelter Emergency Staffing Pool is a short-term initiative designed in response to the acute COVID-19 related staffing challenges at shelters and other temporary congregate settings for people experiencing homelessness or domestic violence. The Minnesota Shelter Emergency Staffing Pool is a partnership between ServeMN and Worldwide Travel Staffing to help shelters weather the COVID-related staffing crisis by deploying individuals on a shift-by-shift basis where needs are greatest. This effort is expected to operate over the next two months or so, as needs dictate.

Emergency staff support is intended to assist congregate facilities and homeless service teams in responding to a COVID-19 outbreak and are not meant to support standard shelter operations. Emergency staff will be deployed to eligible congregate settings and communities serving people experiencing homelessness in consultation with the Minnesota Department of Health Congregate Response Team.

Eligible facilities are congregate settings that serve people experiencing homelessness. This can include:
homeless shelters
shelters for domestic violence survivors
board and lodge settings

Settings that require people to be homeless at entry will be prioritized.

The Minnesota Shelter Emergency Staffing Pool defines homeless as any individual, unaccompanied youth or family that is without a permanent place to live that is fit for human habitation. Doubling-up is considered homeless if that arrangement has persisted less than 1 year. This definition includes people who are homeless due to domestic violence, sexual violence, and/or human trafficking. For the purposes of accessing this emergency staffing pool, we are using all four categories of homelessness or at-risk of homelessness provided by HUD.

Applications will be reviewed on a rolling basis. Organizations will receive a follow-up communication from Naomi Zuk-Fisher (she/her), ServeMN consultant and staffing pool lead, to discuss next steps.
