Many children have a disability or mental illness – roughly one in six, or more – but a 2004 monitoring system has led Texas schools to keep thousands of those kids out of special education. The Houston Chronicle is looking for families that have been affected by this state system. Do you know a child who has struggled in school but not been given special education? The child does not need to have a diagnosed disability, and his/her parents do not need to have requested special education (the burden to provide services is on the school, not the parents).
