2026 Candidate Filing Registration - Carroll County Board of Elections

It is preferred that you make an appointment to file for candidacy to make sure our office is properly staffed. Please complete all required sections (marked with an asterisk *) of this form to file as a candidate for the 2026 Gubernatorial Primary Election. When you have completed the registration, a Carroll County Board of Elections employee will contact you to confirm your appointment.

Make sure you accurately complete and submit the documents you need to the appropriate offices before submitting them to the Carroll County Board of Elections office.  Our office does not have the ability to notarize documents.

If possible, please email your Candidate Information Sheet at least 2 hours in advance of your appointment so that all paperwork can be prepared ahead of time. You should email ccboe@carrollcountymd.gov.

The fee to file for candidacy at the Carroll County Board of Elections office will be accepted by check made payable to the Carroll County Board of Elections or EXACT cash only.

Statement of Organization documents should be submitted through the MDCRIS portal on the State Board of Elections website. Go to campaignfinance.maryland.gov to access the MDCRIS portal.

Candidate filings will take place at the Carroll County Board of Elections office located at 1135 Business Parkway South, Suite 60, Westminster, MD 21157. The front doors are locked, so please ring the bell to the left of the doors. A staff member will unlock the doors to let you into the office.

I will bring my Maryland Driver's License, a check or exact cash, the Candidate Information Sheet and all other required forms. If filing for the Board of Education, I have submitted my Board of Education Financial Disclosure to the Carroll County Board of Education already.
