Request form to obtain an Invitation Letter for a Brazilian visa application for IPDPS 2019
Conference participants may be required to obtain a visa to enter Brazil depending on their nationality. Please check the Brazilian government website (http://www.portalconsular.itamaraty.gov.br/vistos) to determine your visa requirements, since airlines verify your status prior to boarding.

On that web-page, one should use the latest version of the PDF document indicated in the answer to "Do you need a visa?" to determine if you need to apply for a visa or not. Since the purpose for your visit is to attend a conference, find the line for your country of nationality and check the VIVIS (Visit Visa) column. A value of 1 in this column indicates that a visa is required, while a value of 8 indicates that citizens of that country are exempt from requiring a visa for travel of up to 90 days. International visitors coming from most EU and Latin-American countries will be exempt and may travel to Brazil with just a valid passport.

Those who require a visa must obtain one before arriving in Brazil. A new system for granting electronic visas is available for nationals of Australia, Canada, Japan and the United States. Attendees of other nationalities should begin their VIVIS visa application online at https://formulario-mre.serpro.gov.br/sci/pages/web/pacomPasesWebInicial.jsf.

Some Brazilian Consulates may ask VIVIS visa applicants to provide a conference invitation letter issued by the IPDPS 2019 organizers These letters can only be issued to attendees who have paid their registration fees in full and are eligible to travel to Brazil. Furthermore, as per IEEE Computer Society Visa Letter Request Policies, these letters will state only the facts:
a) The conference title, dates and location;
b) That the requester has paid the required registration fee in full; and
c) If you are participating as an author, invited speaker, or committee member.

All participants are advised to start the visa process well in advance of the conference dates.
