Circulation Rules
Circulators must:
- Be over 18 years old
- Be US citizens
- Wear the Volunteer Circulator badge when gathering signatures

Rules:
- Signatories must be Colorado registered voters
- Circulators must be present for all signatures
- Signatures must be in blue or black ink, not use ditto marks, not double sign, and list the address at which they are registered to vote
